Vietnam Launches $280 Million Project to Support National Mega-Infrastructure Initiative

This morning, January 15th, Deputy Prime Minister Bui Thanh Son attended the launch ceremony of Component Project 1: Resettlement and Land Clearance for Ninh Thuan 1 Nuclear Power Plant in Khanh Hoa Province.

Speaking at the event, Deputy Prime Minister Bui Thanh Son emphasized that to meet the development demands of the nation in the new era, a strategic energy supply must be developed. This includes a 15-18% growth in electricity production and a focus on green, clean, and low-emission energy sources.

Guided by this vision, the National Assembly approved the continued investment in nuclear power plants and established special mechanisms and policies for the construction of the Ninh Thuan Nuclear Power Project. These policies include the highest level of compensation, support, and resettlement for residents affected by the project.

To achieve the goal of completing the investment and construction of the Ninh Thuan Nuclear Power Project with a total capacity of 4,000 MW by December 31, 2030, or at the latest by December 31, 2031, the Deputy Prime Minister called for synchronized and decisive efforts from the entire political system, as well as the unity and determination of the people, especially those in the project area.

The Deputy Prime Minister highlighted the significance of today’s launch of Component Project 1, which serves as a foundation for the construction of Ninh Thuan 1 and 2 Nuclear Power Plants in the coming years.

Additionally, the Deputy Prime Minister requested that the People’s Committee of Khanh Hoa Province continue to effectively organize information dissemination, urgently review and finalize resettlement plans, ensuring transparency, accuracy, and adherence to state policies.

According to the Deputy Prime Minister, Khanh Hoa Province should focus on resolving outstanding issues, ensuring residents have stable new housing and essential infrastructure, as well as sustainable livelihoods comparable to or better than their previous conditions.

Furthermore, the Deputy Prime Minister urged the project investor and related units to execute construction with the fastest possible timeline, ensuring safety, aesthetics, investment efficiency, and a clean, green, and beautiful environment.

Relevant ministries and agencies are also encouraged to actively coordinate with the Khanh Hoa Provincial People’s Committee to provide timely guidance, allocate resources, address bottlenecks, and oversee the implementation of resettlement efforts in line with the overall progress of the Ninh Thuan Nuclear Power Project.

The Deputy Prime Minister stressed that while the implementation of resettlement efforts has been decentralized to local authorities, the Ninh Thuan Nuclear Power Plants remain a national key project of great central concern. Therefore, he called upon all levels, sectors, localities, businesses, and residents in the project area to unite and strive to complete all tasks as planned, contributing to the construction of the nuclear power plants.

Resettlement Project with a Total Investment of Over 6,699 Billion VND

According to the Khanh Hoa Provincial People’s Committee, the total capital required for resettlement and land clearance projects for Ninh Thuan 1 and 2 Nuclear Power Plants is approximately 12,392 billion VND.

For Ninh Thuan 1 Nuclear Power Plant, the Khanh Hoa Provincial People’s Committee has approved the Resettlement and Land Clearance Project, implemented in Phuoc Dinh Commune by the Provincial Project Management Board as the investor.

This project has a total investment of over 6,699 billion VND, including 5,280 billion VND for compensation and support, over 1,082 billion VND for construction, and the remainder for other expenses.

The resettlement project includes comprehensive and synchronized components. For technical infrastructure in the resettlement area, investments will be made in a road system (totaling over 12,186 meters), land leveling for the resettlement area (41.77 hectares), a green park (5.98 hectares), an electricity supply system, street lighting, and underground technical pipelines.

Notably, the project will construct a fishing boat anchorage capable of accommodating 150 boats, along with a breakwater and a 900-meter protective embankment for the resettlement area.

Regarding social infrastructure, the project includes essential public facilities such as the Phuoc Dinh Commune Administrative Center, primary and secondary schools, a kindergarten, a commune health station, the Vinh Truong village market, a cultural center, a community house, and religious structures (temples, communal houses, shrines, and tombs).

Previously, on the evening of January 7th, at the Government Office, Prime Minister Pham Minh Chinh, Head of the Steering Committee for Nuclear Power Plant Construction, chaired the fourth meeting of the Steering Committee.

Concluding the meeting, the Prime Minister directed Vietnam Electricity (EVN) to closely coordinate with the Ministry of Industry and Trade and relevant agencies in negotiating with Russia on the investment and construction of Ninh Thuan 1 Nuclear Power Plant, ensuring completion by January 2026. He also urged swift collaboration with the Ministry of Finance and the Ministry of Industry and Trade in appraising the adjusted pre-feasibility study report for Ninh Thuan 1 Nuclear Power Plant to promptly submit it to the Prime Minister for approval in accordance with public investment laws.

In reality, the Ministry of Industry and Trade and related ministries have undergone multiple negotiation rounds with Russian partners to submit the Agreement on Ninh Thuan 1 Nuclear Power Plant construction for government approval in both countries.
