Government Issues Resolution to Enhance Business Environment and National Competitiveness by 2025

Prime Minister Pham Minh Chinh has signed Resolution No. 02/NQ-CP dated January 8, 2026, outlining key tasks and solutions to improve the business environment and enhance national competitiveness in 2026.

This pivotal policy aims to address challenges, remove institutional bottlenecks, and create new momentum for businesses in the current context.

The resolution comes amid a rapidly evolving and complex global landscape, marked by increasing fragmentation, protectionism, and significant adjustments in global supply chains.

Domestically, strategic initiatives focusing on institutional refinement, science and technology development, innovation, digital transformation, private sector growth, and administrative streamlining are opening new opportunities and driving progress.

In 2025, the government noted significant improvements in Vietnam’s investment and business climate, with stable macroeconomic conditions, controlled inflation, and high economic growth compared to regional and global standards. Notable achievements in administrative reform, digital transformation, and e-government have been recognized by reputable international organizations, enhancing Vietnam’s global standing.

However, challenges remain, including slow progress in sustainable development indicators, difficulties in accessing capital, land, and infrastructure, and a weak support ecosystem for businesses, particularly innovative enterprises. Despite reforms, administrative procedures remain complex, and online public services and inter-agency data connectivity are not yet seamless.

Resolution 02/NQ-CP prioritizes improving the investment and business environment, requiring urgent and decisive action from ministries, sectors, and localities to remove barriers, streamline institutions, and create a fair, healthy environment for all economic sectors.

The resolution emphasizes a shift from regulatory to creative governance, prioritizing citizens and businesses, harmonizing legal frameworks for transparency, stability, and low compliance costs, in line with international standards. It also advocates for decentralization, accountability, and enhanced administrative discipline to combat corruption and inefficiency.

The government aims to elevate Vietnam’s rankings in key international indices by 2026, including sustainable development (SDG) to the top 50, property rights index by at least 3 places, global innovation index by at least 1 place, e-government development index by at least 2 places, and logistics and tourism development indices by 4 or more places. Citizen and business satisfaction indices such as PCI, PAR Index, and SIPAS are also targeted for improvement.

The resolution seeks to foster a competitive environment, aiming for a 15-20% increase in new and returning businesses in 2026 compared to 2025.

To achieve these goals, the government mandates synchronized implementation of key solutions, focusing on institutional refinement, business condition reduction, administrative reform, and resource mobilization in capital, land, infrastructure, and skilled labor. Support for micro, small, and medium enterprises, as well as inspection efficiency improvements, are also prioritized.

The Prime Minister directs ministers and provincial leaders to prioritize these tasks, with specific action plans to be issued by January 20, 2026.

Key ministries—Finance (SDG), Science and Technology (GII, EGDI), Public Security (GCI), Industry and Trade (LPI), and Culture, Sports, and Tourism (TTDI)—are tasked with monitoring and evaluating international index improvements. Progress reports are to be submitted biannually and annually to the Ministry of Finance and the Government Office.
