The Hanoi People’s Committee has issued a directive to all departments, agencies, and local authorities, urging them to implement the Secretary of the City Party Committee’s instructions regarding the handling of non-budget-funded projects facing delays across the city.
Accordingly, the city’s administration mandates that all units promptly advise and propose solutions for projects with non-budget funding that are lagging behind schedule. These issues must be resolved by March 1, 2026, with progress reports submitted to the People’s Committee.
Based on the list of pending projects, the Department of Agriculture and Rural Development (DARD) and the Department of Finance are tasked with reviewing and proposing a list of projects for revocation, to be submitted to the People’s Committee by January 22, 2026.
The City Inspectorate is responsible for reviewing and cataloging projects facing bottlenecks related to documentation, procedures, investigation findings, audits, and other administrative hurdles.
Hanoi accelerates the resolution of delayed non-budget-funded projects
The Department of Finance will lead the review of projects facing policy or mechanism challenges requiring central ministry intervention, providing recommendations to the People’s Committee.
Relevant agencies are instructed to transparently disclose details of projects delayed, non-compliant with land and construction regulations, or subject to forced execution, revocation, or termination. This ensures public and business oversight.
The People’s Committee directs all departments and local authorities to regularly monitor land use, planning compliance, and investment project execution. Investors must be urged to adhere to inspection conclusions, with violations addressed promptly.
According to the Hanoi People’s Committee, 712 projects covering 11,433.5 hectares of land have been targeted for delay resolution.
As of November 5, 2025, 439 projects (61.66%) spanning 2,941.7 hectares have been removed from the delayed list. Seventy projects (2,051 hectares) received 24-month land use extensions, while 203 projects (28.5%, 4,667.6 hectares) remain under supervision.
In addition to the initial 712 projects, the DARD, in collaboration with former districts, identified 117 additional non-budget-funded delayed projects. Seventy-one lack land allocation decisions, and 46 have approvals for land allocation or purpose changes.
