During the session, the Government’s Standing Committee discussed and provided feedback on the following topics: the development of the National Strategy on Rare Earths; a draft government resolution on mechanisms to address challenges in transitional BT projects; and a draft decree detailing the resolution of issues in BT transportation projects, along with other matters.
Regarding the National Strategy on Rare Earths, Prime Minister Pham Minh Chinh emphasized the need to strengthen state management in this sector, develop the rare earth industry, and contribute to strategic autonomy. Key tasks and solutions include: building and refining institutional frameworks, mechanisms, and policies, with a focus on deep processing; investing in finance, mobilizing state resources, public-private partnerships, and investor capital; developing infrastructure; mastering and transferring advanced, suitable technologies; fostering public-private cooperation; and implementing smart governance through digital transformation.
The Prime Minister directed the Ministry of Agriculture and Environment, along with relevant agencies, to collaborate, incorporate feedback from the meeting, and finalize drafts, reports, and proposals for submission to competent authorities for review and approval.
On mechanisms to resolve challenges in transitional BT projects, the Prime Minister instructed the Ministry of Finance and related agencies to incorporate feedback, finalize, and submit the government resolution for issuance under expedited procedures.
The Prime Minister stressed the importance of adhering to and correctly applying regulations, laws, and authorities, ensuring a balanced distribution of risks and benefits among the state, businesses, and citizens. He directed that projects with audit conclusions be reviewed and addressed, while those without audit conclusions be handled by provincial People’s Committees through audits and actions within their jurisdiction, following the principle of “local decision, local action, local responsibility.” Ministries and sectors are to carry out tasks within their authority and report to the Government or Prime Minister for matters beyond their scope.

Prime Minister Announces Launch of International Financial Center in Ho Chi Minh City by February 9th
On the afternoon of January 16th, concluding the first meeting of the Steering Committee for the International Financial Center in Vietnam, Prime Minister Pham Minh Chinh, Head of the Steering Committee, emphasized that the International Financial Center in Ho Chi Minh City must be launched no later than February 9, 2026.

Prime Minister: Ensuring Equal Access to Housing for Every Citizen
At the conclusion of the morning session on January 13th, Prime Minister Pham Minh Chinh emphasized that housing is a critical social welfare issue and a fundamental right of every citizen. He underscored the goal of ensuring social progress and equality, guaranteeing equal access to housing for all, leaving no one behind. This must be achieved in a manner aligned with the real income levels of citizens, the country’s development, and market principles. The focus is on increasing housing supply across all segments, developing social housing and rental options, reducing commercial housing prices, and establishing policies to support housing for middle-income earners (those earning above 20 million VND per month).
