A consortium comprising Dai Quang Minh Real Estate Investment Joint Stock Company, Van Phu – Giang Vo Investment LLC, Truong Hai Group Corporation, T&T Group Corporation, and Hoa Phat Group Corporation (jointly) has submitted a proposal to Hanoi’s departments and the People’s Committee. The proposal outlines their intent to invest in and construct a cemetery project, facilitating the relocation of gravesites within the Hong River Scenic Boulevard project area.
Upon assessment, the consortium identified a substantial number of graves and a large cemetery area, necessitating the allocation of land for relocation to clear the site for subsequent development activities.
The Hong River Scenic Boulevard project commenced on December 19, 2025.
Meanwhile, the Yen Ky Cemetery project received investment approval from the Hanoi People’s Committee in 2016, spanning approximately 580–642 hectares. Phase 1 of the project covers around 200 hectares, with only over 100 hectares currently utilized.
The consortium has proposed that the Hanoi People’s Committee designate them as the investor for Phase 2 of the Yen Ky Cemetery project, ensuring swift development and construction.
Investors have pledged to promptly initiate investment procedures for Phase 2 of the Yen Ky Cemetery project, aiming for rapid operationalization. The investment scale is comparable to the Thien Duc and Lach Hong Vien cemetery parks in Phu Tho Province.
Previously, to address resettlement challenges for the mega-project with an estimated investment of 855 trillion VND, the consortium submitted a proposal to the Hanoi People’s Committee. They offered to invest in urban areas for resettlement and requested detailed planning adjustments to maintain the project’s overall timeline.
Proposed urban development areas include:
Me Linh Commune: Approximately 43 hectares at the Chu Phan – Trang Viet riverbank. Bordered by the Hong River’s left dyke to the east and north, and Dong Cao residential area to the remaining sides.
Linh Nam Ward: Around 50 hectares at the Hoang Mai – Thanh Tri riverbank, adjacent to the Hong River’s right dyke and local agricultural land.
Hong Ha Ward: Approximately 17 hectares near the Nhat Tan peach garden.
Bat Trang Commune: About 3.5 hectares, bordering the Long Bien – Xuan Quan road and existing residential areas.
The Hong River Scenic Boulevard project is a pivotal urban infrastructure initiative in Hanoi, covering 11,000 hectares. It is currently in the planning adjustment and land preparation phase for resettlement, aiming to establish a new economic and financial hub by 2030.
