During the meeting, Mr. Vu Dai Thang emphasized that advancing infrastructure development, perfecting the urban railway system, and enhancing the city’s landscape are among the long-term priorities of Hanoi’s planning.

The Chairman of the Hanoi People’s Committee announced that the city is developing a set of standards for urban railways to find efficient and cost-effective maintenance and operation solutions. Hanoi hopes for collaboration and input from the Pacific Construction Group in this process.
Regarding the exchange of experiences between Hanoi and Beijing in addressing air pollution, Mr. Thang requested that the Pacific Construction Group, with its capabilities, contribute to enhancing cooperation between the two capitals in this area.
Agreeing with the Chairman’s points, Mr. Nghiem Gioi Hoa expressed his company’s desire to continue and expand its involvement in infrastructure projects in Hanoi, ensuring quality, timely completion, and compliance with the law.
Highlighting the importance of infrastructure projects in urban development, the leadership of the Pacific Construction Group pledged to efficiently implement projects in Hanoi, including Metro Line 5, Ngoc Hoi Bridge, and Tu Lien Bridge, on schedule.
Mr. Nghiem Gioi Hoa also requested the city’s support for these collaborative projects, affirming their readiness to engage more actively with city authorities to ensure effective implementation, legal compliance, and alignment with Hanoi’s development goals.
During the meeting, the Chairman of the Hanoi People’s Committee instructed the Department of Construction to coordinate with the Pacific Construction Group, based on Hanoi’s planning and direction, to work towards signing a Memorandum of Understanding (MoU) on future infrastructure cooperation.
According to information from the meeting with Prime Minister Pham Minh Chinh on January 9, the Pacific Construction Group has been awarded and is currently executing three major projects in Hanoi: the Tu Lien Bridge and its approach roads (starting on May 19, 2025); the Ngoc Hoi Bridge and its approach roads (starting on August 19, 2025); and the Hanoi Metro Line 5 Van Cao-Hoa Lac (starting on December 19, 2025).
These three projects have a total investment of over 100 trillion VND. The Tu Lien Bridge and its approach roads project has an investment of approximately 19.83 trillion VND. The contractor is a consortium led by the Pacific Construction Group (China), Vingroup, and other partners.
The Ngoc Hoi Bridge and its approach roads project has an investment of around 10.198 trillion VND, aimed at reducing traffic on the Chuong Duong, Long Bien, Nhat Tan, Thang Long, and Vinh Tuy bridges.
The Hanoi Metro Line 5 Van Cao-Hoa Lac project has an investment of 72.3 trillion VND, with a total length of approximately 39.58 km and 20 stations.
