On January 16th, in Hanoi, the Ministry of Industry and Trade held a conference to review the management and supply of petroleum in 2025 and outline the plan for 2026.

According to the report from the Domestic Market Management and Development Department, the total petroleum supply for domestic consumption in 2025 is estimated at approximately 28.6 million m³/tons, a 2.14% increase compared to 2024. The consumption volume is estimated at around 26.4 million m³/tons, averaging 2.2 million m³/tons per month. The inventory level is maintained at about 1.7 million m³/tons, ensuring the required circulation reserve as per regulations.
In 2025, petroleum prices were adjusted 54 times, with alternating increases and decreases. By the adjustment period ending on December 31, 2025, the prices of all petroleum products decreased by 6% to over 17% compared to the beginning of the year. Specifically, E5RON92 gasoline decreased by 8.07%, RON95-III gasoline by 8.82%, diesel by 8%, and mazut saw the deepest reduction at 17.11%. These adjustments helped alleviate cost pressures for both citizens and businesses.
E10 Gasoline Supply Starting June 1, 2026
Given the unpredictable global petroleum market and the projected rise in domestic demand, Mr. Tran Huu Linh emphasized the imperative to ensure uninterrupted supply under all circumstances, avoiding even localized disruptions. Price management must closely follow global market trends, balancing the interests of the state, businesses, and consumers.
For 2026, the Ministry of Industry and Trade has allocated a minimum total petroleum supply of nearly 31.8 million m³/tons, averaging 2.65 million m³/tons per month, to meet the GDP growth target of 10% or higher as per the National Assembly’s resolution.
To achieve this, the Ministry aims to closely monitor the implementation of the total supply by key traders while accelerating institutional improvements, implementing the new Decree on petroleum business, and executing the biofuel usage roadmap starting June 1, 2026. Efforts will also be made to enhance digital transformation and upgrade the National Petroleum Management System.
“For enterprises, the two petroleum production plants (Nghi Son and Binh Son) must ensure a full supply of gasoline to the market. Key traders, distributors, agents, and retail outlets must operate to guarantee the domestic market’s petroleum supply. Notably, from June 1, 2026, the blending and supply of E10 gasoline will commence, so ensuring market supply is crucial,” Director Tran Huu Linh stated.
