Early Consideration for Base Salary Increase for Civil Servants and Public Employees

In the coming period, the Ministry of Home Affairs will continue to submit reports to competent authorities for consideration regarding the implementation of new salary scales and allowance regimes.

The Ministry of Home Affairs is drafting a decree on the organization and operation of villages, residential areas, and policies for non-specialized personnel, as directed by the Prime Minister.

To finalize the draft, the Ministry requests local authorities to review and evaluate the implementation of current regulations. Additionally, a comprehensive assessment of the organizational model and operations of villages and residential areas, along with related policies, will serve as the basis for the new decree.

Regarding the consolidation of grassroots mass organizations, the Ministry of Home Affairs states that the process will adhere to existing legal provisions and Central Committee conclusions, ensuring uniformity in the organizational structure following administrative unit rearrangements.

Several localities have proposed adjustments to salaries and allowances for commune-level officials and civil servants to align with their responsibilities in the new context.

For mass organizations not mandated by the Party or State, mergers, splits, consolidations, or dissolutions will follow Decree 126/2024 and Decree 129/2025. For those mandated by the Party or State, rearrangements will comply with Conclusions 174/2025, 177/2025, and 178/2025 of the Politburo, ensuring alignment with the two-tier local government model and organizational streamlining requirements.

In terms of wage reform, the base salary increased from VND 1.8 million to VND 2.34 million per month starting July 1, 2024, improving the livelihoods of wage earners and motivating officials and civil servants. Moving forward, the Ministry of Home Affairs will continue to report to competent authorities on the implementation of new salary scales and allowance regimes. Initially, the Ministry will collaborate with other ministries to propose a base salary increase in 2026, ensuring alignment with consumer price indices, economic growth, and state budget capacity.

Previously, many localities reported that the two-tier local government model has led to increased workloads and higher task demands at the grassroots level. Meanwhile, the incomes of commune-level officials, civil servants, and non-specialized personnel remain low and disproportionate to their responsibilities.

Consequently, numerous localities have urged the government to promptly increase allowances, enhance policies for non-specialized personnel, and issue detailed guidelines on organizational rearrangements, mass organizations, and policies for grassroots officials and civil servants post-streamlining. Many also advocate for raising the base salary and introducing appropriate allowances for commune-level officials, ensuring long-term stability and nationwide uniformity.
