The project is implemented through a socialized model, fully funded and executed by Phat Dat Real Estate Development Joint Stock Company (HOSE: PDR), with a total investment value of approximately VND 145 billion. It aims to construct a modern elementary school, gradually meeting national standards.
According to the plan, Binh Chuan 3 Elementary School will be built on a public land area of nearly 10,500 m². The main building will consist of 4 floors, including 40 classrooms, functional rooms, a multi-purpose hall, and a synchronized infrastructure and equipment system to support teaching and learning. The project is expected to be completed and handed over by the end of July 2026, in time for the new academic year.
Speaking at the ceremony, a representative from the People’s Committee of Thuan Giao Ward stated that the investment in the new construction of Binh Chuan 3 Elementary School addresses the urgent need for educational infrastructure in the area. Thuan Giao Ward was established by merging the entire natural area and population of Thuan Giao Ward and three neighborhoods of Binh Chuan Ward (Thuận An City, Binh Duong Province), with an area of 16.805 ha and a population of 164,050, of which temporary residents account for over 80%.
“With a large population and a high rate of mechanical population growth, the demands for social welfare, healthcare, and especially education in the ward are significant. The need for schools that meet standards in terms of area, number of classes, and facilities to ensure the best teaching and learning conditions for teachers and students is always a top priority for local leaders,” emphasized the representative from Thuan Giao Ward.

Central Committee member, Standing Deputy Secretary of the City Party Committee Le Quoc Phong, and Central Committee member, Deputy Secretary of the City Party Committee, Chairman of the City People’s Council Vo Van Minh presented flowers to the Department of Education, Thuan Giao Ward, and Phat Dat Company, along with partner units at the groundbreaking ceremony.
According to local statistics, there are currently 13 public schools in the ward, including 1 kindergarten, 8 elementary schools, 3 middle schools, and 1 high school. The existing Binh Chuan 3 Elementary School was built in 1995 on an area of approximately 2,800 m², with 14 classrooms, 28 classes, and 960 students, operating only one session per day. After years of use, the school’s facilities have deteriorated, and teaching equipment is limited, no longer meeting the growing educational needs.
In this context, the new construction of Binh Chuan 3 Elementary School with a larger scale, modern and synchronized facilities, and a focus on meeting national standards is considered particularly important by local authorities. The leadership of Thuan Giao Ward stated that the project not only helps alleviate the current classroom overload but also lays a long-term foundation for improving the quality of elementary education in the area.

The project is expected to be completed and handed over in July this year.
From an industry management perspective, a representative from the Ho Chi Minh City Department of Education and Training highly praised the project’s significance in the city’s school network development strategy. Mr. Hieu stated, “Binh Chuan 3 Elementary School is designed as a modern school model, meeting criteria for facilities and a friendly, safe learning environment, gradually approaching national standards. Additionally, the school will be organized and operated with a focus on digital transformation in education, applying information technology in management, teaching, and connecting schools, families, and society to enhance comprehensive education quality for students. Upon completion, the project will help reduce student numbers, improve the school network, and create favorable conditions for teachers and students, thereby enhancing elementary education quality in line with the city’s sustainable development goals.”
The education sector also acknowledged and appreciated the participation of businesses in investing in education through full sponsorship. According to him, business sponsorship for large-scale, high-standard school construction not only shortens implementation time but also provides crucial resources for the city to focus its budget on other infrastructure areas.

Phat Dat also contributed to social welfare activities in collaboration with Thuan Giao Ward.
As the sponsor, Phat Dat stated that investing in the construction of Binh Chuan 3 Elementary School is part of its efforts to support local and city social infrastructure development, particularly in education—a foundation for sustainable development. The project is implemented under a “build and transfer” model and will be handed over to the state for management and public use upon completion.
The groundbreaking of Binh Chuan 3 Elementary School thus marks not only the beginning of a new educational project but also highlights the increasingly important role of businesses in partnering with authorities to address community needs. In a context of rapid population growth and increasing pressure on educational infrastructure, a nationally standardized elementary school, with a substantial investment of hundreds of billions of VND, is expected to have a positive, long-term impact on the development of Thuan Giao Ward and Ho Chi Minh City as a whole.
