Hanoi Unveils Ambitious $240 Billion Investment Plan to Revamp 10 Urban Districts

On the morning of January 27, 2026, during the 31st specialized session, the Hanoi People’s Council provided feedback on the 100-year vision Master Plan for the Capital.

The new master plan aims to transform Hanoi into a national political and administrative hub, a central growth pole, creating space and opportunities for development, targeting double-digit growth, with a vision spanning 100 years and beyond.

The strategic direction outlined in the plan involves shifting from a 2065 vision to a long-term strategy extending to 2100, aiming for a century-long perspective and further. It includes developing scenarios for 2030, 2035, 2045, 2050, 2065, 2085, and 2100, striving for a capital city embodying “Culture – Identity – Creativity.”

The entire administrative boundary of Hanoi comprises 126 administrative units (51 wards, 75 communes) covering a total land area of approximately 3,359.84 km² (335,984 hectares).

Projections indicate that under an open scenario, without mechanical population control but managed according to infrastructure capacity, the population is expected to reach 15-16 million by 2045, 17-19 million by 2065, and in subsequent phases up to 2100, it will stabilize below 20 million, ensuring density standards and avoiding urban pressure. This scenario also includes population growth alongside a younger, more modernized workforce.

Additionally, the structure of the Hanoi Urban Region follows a “Hub-and-Spoke Urban Cluster” model, planning 9 growth poles and 9 major centers, establishing 9 spatial axes and economic corridors along key transportation routes.

Alongside urban space, the city proposes restructuring the population by decentralizing the inner city population. Residents subject to relocation will be flexibly resettled: partially on-site and partially in new urban areas at growth poles like Dong Anh, Gia Lam, and Hoa Lac. These areas will receive comprehensive, modern infrastructure investments to ensure a higher quality of life compared to their previous residences.

Accordingly, in the list of strategic projects for 2026-2035, Hanoi announces 5 new urban area projects and 5 urban restructuring projects with a total investment of over 5.6 million billion VND.
