The Politburo has issued Directive No. 01 on studying, learning, implementing, and propagating the Resolution of the 14th National Party Congress.

The directive emphasizes that the 14th National Party Congress was a resounding success. Its Resolution is a profound synthesis of theory and practice, embodying the collective wisdom of the entire Party, people, and military. It reflects a strategic vision for the nation’s development in the new era.

The Resolution serves as a comprehensive guiding framework for the leadership of the Party, State, and society. It plays a pivotal role in realizing the aspirations of the nation for a peaceful, independent, democratic, prosperous, and civilized Vietnam.

To ensure the Resolution’s immediate, synchronized, and effective implementation, the Politburo mandates that all Party committees and organizations prioritize this as a central task for 2026 and the entire term.

Implementation must be rigorous, systematic, and scientifically grounded. This widespread political campaign aims to ensure all Party members and officials thoroughly grasp and creatively apply the Resolution. It seeks to foster significant shifts in awareness, unity in will, and action within the Party, alongside public consensus.

“Studying, learning, implementing, and propagating the Resolution of the 14th National Party Congress is essential for strengthening the Party’s political, ideological, moral, organizational, and personnel foundations, as well as safeguarding its ideological bedrock,” the directive states.

The Politburo requires leaders to personally oversee and take full responsibility for the quality of studying, learning, and propagating the Resolution.

Units must develop specific action plans with clear priorities, to be consistently executed throughout the term. These plans should align with their functions, duties, and local realities, demonstrating commitment, innovation, and feasibility.

“The outcomes of these action plans will serve as a critical basis for evaluating the performance of Party committees, authorities, agencies, units, and their leaders annually and over the entire term.” The directive mandates the completion of action plans by Q1-2026.

Notably, the Politburo stresses that implementing the Resolution must harmoniously blend traditional methods with scientific, technological, and digital transformation applications.

Party committees are urged to combine self-study with guided dissemination, shifting the focus from “studying and implementing” to “deep understanding, correct action, and thorough execution” at every stage.

The Party Central Committee’s Secretariat will host a national conference in Q1-2026, combining in-person and online formats, reaching grassroots Party committees.

The Central Inspection Commission is tasked with developing a specialized inspection and supervision plan for the Resolution’s implementation across Party committees and organizations under the Central Committee.

According to the newly issued directive, the scope of studying, learning, implementing, and propagating the Resolution of the 14th National Party Congress includes: The Resolution of the 14th National Party Congress; The Political Report of the 13th Party Central Committee to the 14th National Party Congress; The summary report on theoretical and practical issues of 40 years of renewal toward socialism in Vietnam; The 15-year review report on the implementation of the Party Statute (2011–2025) and proposals for its amendment and supplementation.
