On January 30th, Prime Minister Pham Minh Chinh, Head of the National Steering Committee for Key Transport Projects, chaired the 23rd meeting of the Committee.
During the meeting, the Prime Minister emphasized that alongside ensuring project timelines, it is crucial to guarantee quality, safety, technical requirements, aesthetics, and environmental hygiene. He also stressed the importance of improving the material and spiritual well-being of residents in affected areas, particularly those facing relocation and resettlement.
The Prime Minister directed ministries, sectors, and localities to review the implementation of locally managed projects, promptly addressing bottlenecks in key initiatives such as the Tuyen Quang – Ha Giang, Huu Nghi – Chi Lang, Dong Dang – Tra Linh, Cao Lanh – An Huu, Khanh Hoa – Buon Ma Thuot, Ho Chi Minh City Ring Road 3, and the East-West Expressway segment from Chau Doc to Can Tho and Soc Trang.
He specifically warned against the inefficiency of having “dozens of contractors working on a single kilometer of highway,” which leads to delays and potential corruption.
The Prime Minister highlighted the need to prioritize the development of highway systems in challenging mountainous regions like Lai Chau, Son La, Cao Bang, and Tuyen Quang to drive growth and transform these areas. Localities must take initiative, act proactively, and embrace the principle of “local decision-making, local execution, and local accountability,” avoiding dependency.
He further instructed intensified inspections, supervision, and monitoring from the outset, along with comprehensive reviews of critical projects for timely adjustments. Anti-corruption, fraud prevention, and waste reduction efforts must be vigorously pursued, with audits and inspections conducted before, during, and after construction. The mantra is “hold wrongdoers accountable,” but without causing project delays or disruptions.

The Prime Minister outlined the goal of completing 5,000 kilometers of highways by 2030, urging swift solutions for resource allocation, project preparation, and immediate execution. He emphasized the motto: “No wasted days, no delayed weeks, no missed opportunities in a month, and no passive stance in a year,” valuing intelligence, time management, and decisive action.
In the spirit of the 14th Party Congress and the new year 2026, the Prime Minister called for work to be conducted under the principle: “Each subsequent meeting, month, and year must surpass the previous.”
In 2025, severe weather, including major storms and floods, impacted construction timelines. However, embodying the spirit of “braving the sun, conquering rain, and overcoming storms,” investors and contractors swiftly addressed challenges, resuming work and contributing to the completion of over 3,000 kilometers of highways and 1,700 kilometers of coastal roads.
Also in 2025, ministries, sectors, and localities successfully organized three rounds of inauguration, groundbreaking, and technical clearance ceremonies for 564 key projects across 34 provinces and cities, with a total investment exceeding 5.14 million billion VND.
According to the Ministry of Construction, during the 22nd meeting on December 9, 2025, the Prime Minister assigned 31 tasks to ministries, sectors, and localities. To date, 13 out of 18 tasks have been completed on schedule, while the remaining 13 are actively underway. Of these, 5 are ongoing management tasks, and 8 have not yet reached their deadlines.

On the afternoon of January 16th, concluding the first meeting of the Steering Committee for the International Financial Center in Vietnam, Prime Minister Pham Minh Chinh, Head of the Steering Committee, emphasized that the International Financial Center in Ho Chi Minh City must be launched no later than February 9, 2026.
