Prolonged Social Insurance, Health Insurance, and Unemployment Insurance Debts: 200 Companies in Ho Chi Minh City Named and Shamed

The Ho Chi Minh City Social Insurance Agency (BHXH TPHCM) is intensifying efforts to prosecute businesses delinquent in paying social insurance (BHXH), health insurance (BHYT), and unemployment insurance (BHTN). In collaboration with local police and relevant authorities, BHXH TPHCM aims to strengthen enforcement and ensure compliance with insurance regulations.

The Ho Chi Minh City Social Insurance Agency (HSIA) has recently released a list of 200 employers delinquent in paying social insurance, health insurance, and unemployment insurance for six months or more, with substantial arrears.

One Company Owes Over VND 57 Billion

Topping the list is Hoang Binh Construction Group JSC, owing over VND 57 billion in unpaid social insurance, health insurance, and unemployment insurance for 1,006 employees over 22 months.

Saigon Post and Telecommunication Services JSC owes over VND 41 billion for 93 months.

Hoang Sinh Import-Export JSC has accumulated arrears of over VND 32.4 billion for 33 months.

Global Experience JSC has failed to pay for 20 months, totaling over VND 29.9 billion.

Viet Thang Jean Co., Ltd. owes nearly VND 18.4 billion for 69 months.

Employees face significant disadvantages when companies fail to pay social insurance, health insurance, and unemployment insurance.

According to HSIA, the agency has diligently fulfilled its responsibilities in addressing late and evaded payments of social insurance, health insurance, and unemployment insurance. This includes proactively developing and implementing the 2025 inspection plan, conducting surprise inspections to promptly detect, prevent, and severely penalize organizations and individuals violating social insurance laws, thereby safeguarding the legitimate rights of employees.

In 2025, inspections were carried out on 2,624 companies. Administrative violations were recorded for 69 companies, resulting in total fines exceeding VND 6.6 billion and late payment penalties amounting to over VND 38.6 billion. Thirteen companies have complied with the administrative penalty decisions, paying a total of VND 1.2 billion.

Enhancing Criminal Prosecution

HSIA has sent reminders to 18,509 companies delinquent in payments, totaling over VND 3,000 billion. Thirty-five task forces, comprising representatives from the police, tax authorities, and relevant departments, have directly engaged with 2,034 companies still failing to meet their social insurance, unemployment insurance, and health insurance obligations.

Over 8,700 companies have taken corrective action, paying more than VND 519 billion. Of these, 5,801 companies have fully settled their arrears, totaling over VND 263 billion, while 2,958 companies have made partial payments, totaling VND 257 billion.

As of the end of 2025, the delinquency rate for social insurance, health insurance, and unemployment insurance stands at 3.77% of the assigned collection target. HSIA representatives stated that in 2026, efforts will be intensified to inspect and penalize violations, while collaborating with police and relevant agencies to pursue criminal charges against companies delinquent in social insurance, health insurance, and unemployment insurance payments.
