Son Hai Group Chairman Nguyen Viet Hai proposes a joint investment model for the Nha Trang – Cam Lam Expressway completion phase.
Son Hai Group has submitted a proposal to the Ministry of Construction regarding the research and investment expansion for the final phase of the North-South Expressway’s Nha Trang – Cam Lam section under a public-private partnership (PPP) model.
The project is currently implemented in phases. The main route has been operational since May 19, 2023. However, due to ongoing land clearance issues, the project has not yet reached 100% completion as per the approved design, nor has it undergone formal acceptance or settlement.
On January 20, 2026, Prime Minister Pham Minh Chinh issued Directive No. 05/CĐ-TTg, urging the urgent review, upgrade, and completion of phased expressway projects.
In response, the Ministry of Construction has requested all investors to collaborate in reviewing and upgrading these phased expressway projects.
Based on this, Son Hai Group proposes a 50-50 joint investment model between the investor and the government for the completion phase, with an estimated total investment of approximately VND 3.5 trillion.
“Initially, the investor will self-fund the research for the completion phase proposal and submit a detailed report on total investment, construction timeline, and additional toll collection period compared to the current contract to the Ministry of Construction as required,” said Nguyen Viet Hai.
The Nha Trang – Cam Lam Expressway gained attention when multiple households reported cracked houses, suspected to be caused by construction vibrations.
The Nha Trang – Cam Lam Expressway, spanning over 49 km, connects Dien Khanh district and Cam Ranh City (Khanh Hoa). With a total investment of over VND 7.6 trillion, the project is implemented under a PPP model with a BOT (Build-Operate-Transfer) contract, led by Son Hai Group.
Construction began in September 2021, and the expressway opened on May 19, 2023. The initial phase features a 17-meter-wide road with 4 lanes, designed for speeds of 60–80 km/h.
The expressway drew attention when multiple households reported cracked houses, allegedly due to construction vibrations.
Specifically, on August 24, 2023, over three months after the project’s completion and operation, the People’s Committee of Suoi Cat Commune (now Suoi Dau Commune) documented 15 households reporting cracked houses, suspected to be caused by expressway construction vibrations.
By July 2025, representatives from Nha Trang – Cam Lam Expressway Investment Company (under Son Hai Group) confirmed they would work with Suoi Dau Commune authorities to address compensation and support for affected households.
Previously, Son Hai Group stated that the sudden surge in complaints after the expressway’s prolonged operation was unusual and inconsistent with actual construction conditions. The company argued that if the damage had occurred during construction, residents would have reported it immediately rather than waiting over three months.
Additionally, the company noted that the number of complaining households increased from 15 initially to approximately 60, including some located up to 2 km from the construction site, who also filed complaints about house cracks.

The total investment for this phased project exceeds 18 trillion VND, with 6.5 trillion VND (36%) allocated from the state budget and approximately 11.5 trillion VND (64%) contributed by investors.
