The Ho Chi Minh City Tax Department has recently disclosed information about businesses and entities with tax arrears and other dues to the state budget. As of December 2025, there are 3,225 businesses in Ho Chi Minh City with outstanding tax debts, totaling over 9.7 trillion VND.
This disclosure of 3,225 tax-delinquent businesses is in compliance with the 2019 Tax Administration Law and Government Decree 126.
Topping the list is Vung Tau Paradise Joint Venture Company, with a staggering tax debt of 2,066 billion VND. This company is the developer of the Vung Tau Paradise Resort, a project situated on a prime 220-hectare plot at Bai Sau, Vung Tau City (formerly), with an investment capital of over 97 million USD. Currently, only the golf course within the project is operational, while many other service facilities lie abandoned.

In second place is Golden Hill Investment Joint Stock Company, with a tax debt of 1,568 billion VND. This company is known for developing the Alpha City complex project at 87 Cong Quynh Street, Cau Ong Lanh Ward. The project is located on a prime plot of over 8,300 square meters but has been stalled for many years.
Among the businesses with tax debts ranging from 50 to 100 billion VND, there are numerous companies operating in the real estate investment and trading sector.
Notable examples include: Nam Kim Industrial Construction Investment Joint Stock Company (52.7 billion VND in debt); Ha An Real Estate Business Investment Joint Stock Company (66.5 billion VND in debt); Kim Oanh Real Estate Services, Trading, and Construction Joint Stock Company (69.4 billion VND in debt); and BCG Land Joint Stock Company (71 billion VND in debt)…
Notably, in this disclosed list of tax debtors, there are 82 businesses with tax debts of less than 100,000 VND. Details are as follows:
