Urgent Review and Upgrade Proposals for Phased-Investment Highways: Ministry of Construction’s Call to Action

The Ministry of Construction is urging local authorities, businesses, and relevant investors to submit their review documents and investment proposals by February 6, 2026. These submissions should outline plans to upgrade and complete existing and ongoing expressway projects that, despite being developed in phases, currently fail to meet national technical standards for highways.

As of now, approximately 3,345 kilometers of highways have been completed and technically opened across the country; 1,216 kilometers are under construction; investment policies have been approved for 329 kilometers, and over 1,300 kilometers are in the investment preparation phase.

The document states: On January 20, 2026, the Prime Minister issued Telegram No. 05 regarding the review and investment in upgrading and completing expressway projects previously invested in phases (with 2 or 4 lanes and intermittent emergency stopping lanes).

Review and Propose Upgrade Plans by February 6

Based on this, the Ministry of Construction requests provincial People’s Committees, centrally-affiliated cities, enterprises, and investors of expressway projects already invested or under investment to review and supplement all technical infrastructure works on operational expressways. This ensures compliance with the National Technical Regulations on Expressways (QCVN 114:2024/BGTVT).

The Ministry also requests relevant localities, enterprises, and investors to submit their review reports and proposed upgrade plans for phased-investment expressways not yet meeting national technical standards by February 6, 2026.

Key details to clarify include: investment scale, preliminary total investment, proposed capital structure, and recommendations for addressing challenges beyond their authority.

Expressway projects subject to review include: Ninh Binh – Hai Phong via Hai Phong City; Chau Doc – Can Tho – Soc Trang; Huu Nghi – Chi Lang; Dong Dang – Tra Linh; Tuyen Quang – Ha Giang; Tuyen Quang – Phu Tho; Hoa Lac – Hoa Binh; Hoa Binh – Moc Chau; Thai Nguyen – Cho Moi; Khanh Hoa – Buon Ma Thuot; Tan Phu – Bao Loc – Lien Khuong; Cao Lanh – An Huu; Yen Bai – Lao Cai; Cam Lo – La Son – Hoa Lien.

Additionally, the North-South Expressway (2017-2020 and 2021-2025 phases), Dau Giay – Tan Phu, Cao Lanh – Lo Te – Rach Soi, My An – Cao Lanh, HCMC Ring Road 3, and Hanoi Capital Region Ring Road 4 are included.

Nearly 2,800 Kilometers of Phased-Investment Expressways

According to the Ministry of Construction’s initial review, approximately 3,345 kilometers of expressways have been completed and technically opened; 1,216 kilometers are under construction; investment policies have been approved for 329 kilometers, and over 1,300 kilometers are in the investment preparation phase.

Of these, phased-investment expressways with 2 to 4 limited lanes total approximately 2,787 kilometers, including: about 2,115 kilometers operational (548 kilometers of 2-lane roads and 1,568 kilometers of 4-lane limited roads); and approximately 672 kilometers under construction (66 kilometers of 2-lane roads and 606 kilometers of 4-lane limited roads).

Over time, the Ministry of Construction, localities, and the Vietnam Expressway Corporation (VEC) have reviewed and studied investments to expand certain phased sections to meet expressway standards.

All 2-lane expressways have been reviewed, and investment procedures for expansion have been initiated.

Four sections/312 kilometers are currently under expansion, expected to complete in 2026: Cam Lo – La Son (98km), La Son – Hoa Lien (66km), Yen Bai – Lao Cai (121km), and Tuyen Quang – Ha Giang (27km). One section/26 kilometers, Hoa Lac – Hoa Binh, is in the investment project preparation phase.

Five sections/276 kilometers are under study for investment during 2026-2030: Thai Nguyen – Cho Moi (40km, managed by Thai Nguyen Province); Dong Dang – Tra Linh (93km, managed by Cao Bang Province, approved for expansion to 4 limited lanes); Tuyen Quang – Ha Giang (77km, managed by Tuyen Quang Province); and Hoa Binh – Moc Chau (66km, managed by Son La and Phu Tho Provinces).

Some 4-lane limited sections with high transport demand are being expanded, such as Cao Bo – Mai Son and Trung Luong – My Thuan.

Remaining sections, newly operational or under construction without toll collection, require continued monitoring and evaluation.
