At the Ministry of Construction’s regular press conference on January 30, Mrs. Tống Thị Hạnh, Director of the Housing and Real Estate Market Management Department, announced that earlier that morning, the Ministry had organized a nationwide training conference. The purpose was to disseminate the new provisions of Decree No. 357/2025/NĐ-CP (referred to as Decree No. 357) on the development and management of information systems and databases for housing and the real estate market to local authorities and relevant units.
According to Mrs. Hạnh, to ensure the Decree’s seamless implementation upon its effective date, the Ministry of Construction is urgently executing assigned tasks.
The Ministry has collaborated with Viettel’s consulting unit to define data connection and sharing methods. Once real estate products are assigned unique identifiers, all related information will be directly displayed on the system.
Regarding system operations, the Housing and Real Estate Market Management Department’s leadership provided an example of managing real estate eligible for commercial transactions. They explained that assigning unique identifiers allows authorities to clearly identify eligible properties and determine whether transactions occur in the primary or secondary market.
“This enables authorities to monitor real estate inventory levels in the market,” Mrs. Hạnh emphasized.

This data serves as a critical tool for the government to formulate real estate market development policies. Based on the collected data, authorities can identify oversupplied and high-demand segments, enabling the creation of housing development programs and appropriate regulatory policies.
Mrs. Hạnh noted that the real estate market encompasses not only housing but also industrial, tourism, and commercial properties. A synchronized data system will facilitate comprehensive and continuous management across sectors and agencies.
The leadership of the Housing and Real Estate Market Management Department believes that a well-operated and synchronized information system and database will enhance market transparency. It will also directly support local authorities, the construction sector, and related ministries in their management efforts.
Importantly, linking real estate supply data with land databases will significantly streamline the land certificate (red book) issuance process.
“Once the legal status of real estate is fully controlled through the data system, certificate issuance will become faster and more efficient,” Mrs. Hạnh analyzed.
Conversely, sharing land data with the housing database, especially for existing properties entering the market, will foster closer collaboration among ministries, contributing to overall market transparency.
How Are Real Estate Identifiers Created?
According to Article 3, Clause 5 of the Decree, the electronic identifier for a real estate product (including housing and floor areas within construction works) is a character string of numbers and letters, with a maximum length of 40 characters. Each house (apartment, individual house) or property within a construction work is assigned a unique identifier in the system.
For housing, the electronic identifier is generated from basic information groups such as land plot identifiers, project information codes, construction work details, location identifiers (if applicable), and a natural character sequence.

These identifiers are automatically generated within the housing and real estate market information system and database. Local Departments of Construction assign electronic identifiers to housing units in development projects within their jurisdiction, coinciding with the issuance of notices declaring future housing units eligible for sale.
For floor areas within construction works, electronic identifiers are similarly structured, including land plot identifiers, project or construction work codes, location identifiers (if applicable), and natural character sequences.
These identifiers are automatically created in the system and assigned by the Department of Construction to floor areas within construction works upon the issuance of investment feasibility study report appraisal results.
Additionally, condominium management units, real estate brokerage certificates, and individuals benefiting from housing support policies also receive electronic identifiers.
