Sago Food Scandal: Oil Trading Company Accused of Supplying Expired Meat to Schools Just 5 Months After Entering School Meal Business

Business registration data reveals that the company recently accused of supplying buffalo meat mislabeled as beef to schools was originally a fuel trading enterprise. It transitioned to the food industry less than six months ago.

Public attention in Ho Chi Minh City has been riveted on a series of exclusive investigative reports by Dan Viet Newspaper, exposing the food processing practices at An Phuoc Thang Trading Co., Ltd. (owner of the Sago Food brand).

Following the food safety scandal in school cafeterias, previous investigative reports by Dan Viet Newspaper revealed numerous irregularities at the processing facility of An Phuoc Thang Trading Co., Ltd. (Sago Food).

The company was found using frozen imported buffalo meat, mislabeling it as beef on school menus. Evidence also suggests the use of expired food products and poor hygiene standards.

An Phuoc Thang SG Trading Co., Ltd. (tax code 0317136881), headquartered in Hiep Phuoc Commune, Nha Be District, HCMC, was established in January 2022.

However, for the first three years of operation, the company’s core business had nothing to do with food. Records show its initial focus was on wholesale trade of solid, liquid, and gaseous fuels, including DO oil, kerosene, and FO-R oil.

It wasn’t until August 2025, just five months before the violations were uncovered, that the company amended its business registration to include catering services and industrial meal provision as its primary activities.

The legal representative of An Phuoc Thang SG is Ms. Mai Thi Hong Van.

Ms. Van is also listed as the representative for a diverse ecosystem of businesses, including Saigon Green Pure Water Co., Ltd., Southern Comprehensive Fuel Trading Co., Ltd., and Saigon Green Sagofood Food Business Household.

Given the severity of the situation, state management agencies addressed the issue during a press conference on economic and social affairs on the afternoon of January 29.

A representative from the Hiep Phuoc Commune People’s Committee confirmed that upon receiving media reports, local authorities collaborated with relevant units to conduct inspections.

Notably, local management records show that since the company transitioned into the food sector in mid-2025, authorities have conducted three inspections.

While the inspection on October 17, 2025, found no violations, the results of the two most recent inspections on January 9, 2026, and the surprise inspection on January 28, 2026, are still under review, with no final conclusions yet.

“Local authorities will continue to strengthen inspections and supervision of businesses in the food supply sector moving forward, ensuring strict penalties for any detected violations,” stated Deputy Chairwoman of the Hiep Phuoc Commune People’s Committee, Nguyen Thi Hanh.

Currently, the HCMC Food Safety Department is leading an inspection team to investigate the alleged violations.

Additionally, the HCMC Department of Education and Training has directed schools to review and temporarily suspend the use of Sago Food products in school meals to ensure the absolute safety of students.
