Unleashing Potential: $4.8 Billion Super Transshipment Port Project Takes Center Stage in Can Gio

Speaking at the 2025 year-end review and 2026 task deployment conference of VIMC on January 26, Deputy Minister Cao Anh Tuan emphasized that the Can Gio International Transshipment Port (Ho Chi Minh City) is not only a key project of VIMC but also plays a pivotal role in Vietnam’s long-term maritime development strategy.

According to the Deputy Minister, investment is a prerequisite for growth. With its large scale and strong ripple effect, the Can Gio International Transshipment Port project will directly impact the competitiveness of the national seaport system and logistics chain. Therefore, VIMC must focus resources, organize methodical implementation, and closely monitor investment progress and efficiency.

Deputy Minister Cao Anh Tuan stated that government leaders and ministries, including the Ministry of Construction, have been closely directing and coordinating with the Ho Chi Minh City People’s Committee to address challenges and create favorable conditions for VIMC during the project preparation and implementation phases.

As the representative of the state owner, the Ministry of Finance will continue to support VIMC, collaborating with relevant ministries and Ho Chi Minh City to finalize suitable financial and investment mechanisms, ensuring the project is executed on schedule and achieves maximum efficiency.

Reporting on the project’s progress, Mr. Le Quang Trung, Deputy General Director of VIMC, noted that 2025 marked a significant institutional milestone for the Can Gio International Transshipment Port. On December 11, 2025, the National Assembly adopted Resolution No. 260/2025/QH15, amending and supplementing certain provisions of Resolution No. 98/2023/QH15 on pilot mechanisms and policies for Ho Chi Minh City’s development. This resolution provides a critical legal framework for the project’s implementation.

Based on the adopted resolution, Ho Chi Minh City is formulating plans for the next steps, including the selection of a strategic investor, scheduled for the first quarter of 2026. Upon completion, the project is expected to position Vietnam as a major international maritime transshipment hub in the region.

The Can Gio International Transshipment Port project has a preliminary total investment of approximately VND 113,531 billion (equivalent to USD 4.8 billion) and is anticipated to drive breakthroughs, elevating the national maritime and seaport system’s status.

In addition to the Can Gio project, VIMC accelerated several other key seaport projects in 2025. Notably, the construction of container berths No. 3 and 4 at the Hai Phong International Gateway Port (Lach Huyen) progressed as planned, with phased operations commencing on schedule. The upgrade of the berth to accommodate vessels up to 165,000 DWT was approved, enhancing the port’s cargo handling capacity.

The Lien Chieu Container Port project in Da Nang also achieved significant milestones, completing investment procedures and preparing for the next implementation phase.

Concluding the conference, Deputy Minister Cao Anh Tuan urged VIMC to continue reviewing and tightly controlling investment plans to align with actual capabilities, while developing specific, feasible solutions for effective execution of the 2026 investment plan.
