The Ministry of Construction has issued Announcement No. 18/TB-BXD, outlining the conclusions of Deputy Minister Le Anh Tuan during a meeting with Bac Ninh provincial leaders on January 9th. The discussion focused on a proposal to expand the Hanoi – Bac Giang Expressway through a public-private partnership model.
The Hanoi – Bac Giang Expressway, stretching over 45 kilometers with four lanes, has been operational since 2016. It plays a crucial role in connecting numerous major industrial zones through 16 interchanges and 13 overpasses. However, after nearly a decade of operation, the increasing traffic volume has overwhelmed the existing infrastructure, leading to frequent congestion, particularly during peak hours and high-demand periods.
Regarding investment direction, all parties agreed on a long-term plan to expand the expressway to eight lanes. In the immediate future, the project will focus on expanding to six lanes, including the construction of new underpasses and the development of parallel roads, frontage roads, and local access roads to ensure connectivity, traffic safety, and community service along the route. Local authorities will allocate funding for the expansion of parallel roads.

According to preliminary reports from investors, the full eight-lane expansion as per the master plan would require an estimated investment of 25,000 billion VND. Meanwhile, the immediate plan to add two lanes, reaching a total of six lanes, along with related components, is estimated at 3,660 billion VND, deemed more suitable for the current phase.
Two scenarios are under consideration for the project scope. The first involves investing in the entire route from the intersection with National Highway 31 to the end of the line, totaling over 45 kilometers, with approximately 7 kilometers in Hanoi and over 38 kilometers in Bac Ninh. The second scenario covers the section from the intersection with National Highway 31 to the intersection with the Hanoi – Thai Nguyen Expressway (CT.07), spanning about 39.5 kilometers. These options will undergo further analysis to determine the optimal technical, financial, and implementation solutions.
A notable point in the Ministry of Construction’s conclusion is the emphasis on decentralizing authority as directed by the Government. The Ministry has requested that the Bac Ninh Provincial People’s Committee act as the competent state agency for the project and promptly submit documents to initiate the task handover process. Once authorized, the Bac Ninh Provincial People’s Committee will be responsible for project implementation and determining toll collection methods in compliance with legal regulations.

According to the Road Network Plan for the 2021-2030 period, with a vision to 2050, the Hanoi – Bac Giang – Lang Son Expressway spans 153 kilometers with 6-8 lanes. The route is divided into three sections: the Phu Dong section (Hanoi – Bac Giang) is 46 kilometers long and planned for expansion to 8 lanes; the Bac Giang – Chi Lang section (Lang Son) is 64 kilometers long with 6 lanes; and the Huu Nghi – Chi Lang section (Lang Son) is 43 kilometers long with 4 lanes, which opened on December 19, 2025. |
