The

Tay Ho Tay area (Tay Ho district and a part of Bac Tu Liem district) covers an area of 35 hectares and houses 13 offices. Meanwhile, the Me Tri area (Nam Tu Liem district) has a scale of 55 hectares and serves as the workplace for 23 agencies. Combined, these two areas cover a total of 90 hectares, 7 times larger than Hoan Kiem Lake (12 hectares).

        

    

    

        

        

            

In the Tay Ho Tay area, the planned land approved in the central ministries and agencies headquarters planning project covers an area of ​​about 35 hectares. Of which, 20.7 hectares are in Xuan La ward (Tay Ho district) and 14.3 hectares are in Xuan Tao ward (Bac Tu Liem district). This land is conveniently located, connecting with Vo Chi Cong Street, passing the 2.5 ring road near the 3rd ring road and the West Thang Long axis.

        

    

    

        

        

            

This will be the place to arrange 13 offices (12 agencies, 1 reserve agency) with a unified architectural form in the North and South, connected to 2 urban roads to facilitate access for visitors and officials to work effectively.

        

    

    

        

        

            

The headquarters buildings are uniformly built with a height of 12 – 25 storeys, public support blocks, high-rise commercial and service buildings of 6 – 24 storeys, with a unified setback from the main road of 20 meters.

        

    

    

        

        

            

In addition to the office space, the area will also consist of public service buildings, public land, squares, parks, promenades, overpasses, water surfaces, and roads.

        

    

    

        

        

            

Currently, the land in the area only has infrastructure for the Tay Ho Tay urban area project. Some plots of land are being developed by workers and vehicles in the foundation.

        

    

    

        

        

            

According to the planning project, the period from 2023 – 2025 is the investment preparation period. The period from 2026 – 2030 will implement Phase 1 investment, complete new headquarters, relocate and hand over the old headquarters by 2030; then prepare for Phase 2 investment from 2031-2035, implement investment and construction in the remaining ministries and agencies and public works.

        

    

    

        

        

            

Once completed, the combined complex of headquarters will create a connection axis with West Lake and create an impressive highlight for the urban area. At the same time, maintain an open space axis serving both officials and residents in the area. For the Me Tri area (Nam Tu Liem district), this land is located adjacent to Thang Long Avenue, Cuong Kien Street, and the extended Le Quang Dao Street (currently under construction). It covers an area of 55 hectares, of which 43.6 hectares are in Me Tri ward and 11.4 hectares are in Trung Van ward.

        

    

    

        

        

            

The overall space of the planning area is a cluster of relatively uniform architectural structures, with headquarters buildings ranging from 17 to 25 floors, public service buildings of 3 to 5 floors, and 2-5 storey basement systems. It is known that in the 2023-2025 period, the Me Tri area will strive to complete the headquarters of the Vietnam Social Security; simultaneously, it will prepare for the construction investment of the Ministry of Agriculture and Rural Development.

        

    

    

        

        

            

Next, in the period 2026-2030, the construction investment of the Ministry of Agriculture and Rural Development project will be implemented, as well as the preparation for the construction investment of the remaining agencies’ infrastructure needs.
