Thai Nguyen Province Establishes 4 New Industrial Clusters
The Thai Nguyen Provincial People’s Committee has issued decisions to establish 4 industrial clusters (ICs) in Phu Binh District, bringing the total number of ICs in the district to 8.
The 4 newly established ICs are: Ha Chau 1, Ha Chau 2, Tan Duc, and Luong Phu – Tan Duc. The total investment for these 4 ICs is over 2,700 billion VND.
According to the decisions, Ha Chau 1 IC has an area of 48.34 hectares, the investor responsible for infrastructure construction is Thượng Đình Group Investment and Development Joint Stock Company. Ha Chau 2 IC has an area of 44.69 hectares, the investor responsible for infrastructure construction is Minh Duc Group Investment Joint Stock Company. Luong Phu – Tan Duc IC has an area of 73.95 hectares, Tan Duc IC has an area of 73.98 hectares, the investor responsible for infrastructure construction is Phu Binh Infrastructure Investment and Construction Co., Ltd.
The industries operating in the ICs include: Supporting industries, high-tech industries, processing, manufacturing, electronic components, warehousing and other industries that adhere to local industrial development planning.
With the establishment of these 4 ICs, Phu Binh District now has a total of 8 ICs (previously established ICs: Kha Son, Diem Thuy, Bao Ly – Xuan Phuong, Hanh Phuc – Xuan Phuong), meeting 100% of the Provincial Planning for the period of 2021-2030 and vision to 2050.
Goal to Become a Town by 2030
Phu Binh is located in the southern gateway of the province, with an area of 249 km2 and a convenient transportation system for trade, economic development, and attracting investment. According to the plan, along with Song Cong City and Pho Yen City, Phu Binh will form a key economic area in the South, with great influence on the province’s socio-economic development.
In addition to the goal of striving to meet the standards to become a centrally-run city by 2050 of Thai Nguyen province, Phu Binh district aims to essentially meet the standards of a town by 2025 and become a town before 2030.
In recent years, the district’s economy has experienced strong growth. By the end of 2023, the district budget revenue reached nearly 665 billion VND, equal to 147.6% of the assigned estimate. Along with budget revenue, in 2023, Phu Binh district also achieved remarkable results such as agricultural, forestry, and aquatic production value reaching over 2,500 billion VND, exceeding the set plan; the poverty rate reached 1.15%, equal to 198% of the plan… The district has also built 4 more communes meeting the advanced new rural standards and 1 commune meeting the model new rural standard.
As of the end of November 2023, the district has invested in the construction of over 900 km of rural roads, nearly 1,000 classrooms… The living standard of the people is improving day by day. The average income per capita reached nearly 70 million VND/year. The poverty rate decreased to 5.69% (a decrease of over 19% compared to 2011).
100% of communes have met new rural standards; 5 out of 19 communes have met the advanced new rural standards for the 2021-2025 period. With determined efforts, Phu Binh district achieved the new rural standard in 2022, laying a solid foundation for becoming a town.
One of the breakthrough steps to soon turn Phu Binh district into a town is to focus on industrial development. So far, Phu Binh has been planned for 6 industrial parks and 8 industrial clusters with a total area of nearly 2,000 hectares; in which Diem Thuy Industrial Park (an area belonging to Phu Binh district of 220 hectares) has attracted 60 projects, creating jobs for over 16,000 workers; Kha Son Industrial Cluster with an area of 11.4 hectares has been put into operation; 3 other industrial clusters have found investors.
Currently, the district is conducting site clearance for the expansion of Diem Thuy Industrial Cluster with a scale of 44 hectares, Bao Ly – Xuan Phuong Industrial Cluster with a scale of nearly 27 hectares, Hanh Phuc – Xuan Phuong Industrial Cluster with a scale of nearly 74 hectares…
Regarding the goal of becoming a town, as of the end of November 2023, Phu Binh district has basically met 3 out of 5 criteria for urban type IV, including: Position, function, structure, and level of socio-economic development; population scale (requirement of over 100,000 people, the district has reached over 165,000 people); the proportion of non-agricultural labor accounts for 55-65% (the district has reached 60.5%).
The 2 criteria that have not been met are: Population density of the entire urban area (requirement of 1,200-1,400 people/km2, the district currently reaches 686 people/km2); the level of infrastructure development and urban architecture, landscape.
According to the evaluation criteria for urban type IV, Phu Binh district has met 44 out of 63 criteria. With regard to the criteria for becoming a town, the district has met 2 out of 5 criteria, while 3 criteria have not been met: Administrative unit; recognized as urban type IV; meet the criteria for structure and level of socio-economic development.
