Gò Vấp District Accelerates Towards Early Completion
The progress of the investment disbursement of the Duong Quang Ham project in Go Vap District, Ho Chi Minh City is one of the important factors helping the district achieve a 99% disbursement rate of public investment capital for the year 2023.
The project to expand and upgrade Duong Quang Ham Street (from Binh Thanh District to Van Hoa Cultural Park, Go Vap District) has a length of nearly 2.5 km, width of 32 m, 6 lanes, 4.5 m wide sidewalks with trees, lighting and technical infrastructure on both sides of the street.
The project started in early August 2023, and up to now, Go Vap District has been continuing to hand over the land. The project affects 425 households, including 366 partially resettled households, 56 fully resettled households, and 3 anchor lots.
Duong Quang Ham Street currently only has 2 lanes, often experiencing congestion. Therefore, the project, after expanding the road surface, will contribute to solving the current congestion.
Mr. Tran Thanh Toan (63 years old, residing in Go Vap District) said that his house is classified as fully resettled and has been compensated about 2.1 billion VND.

Compared to the market, the compensation price is not as high, but for the common interest, we handed over the land to soon implement the project,
” he said, adding that he plans to move to District 12 to live.
As a homeowner with a frontage house, Ms. Hoang Thi Hoa (70 years old, residing in Go Vap District) said that Duong Quang Ham Street often encounters traffic congestion. When receiving information about the expansion of this road, she strongly supports it. Her family has cleared the land, moving back 10 meters to widen the road.

I hope the project will be implemented soon, the road will be expanded to reduce traffic congestion and create better business conditions,
” Ms. Hoa said.
Answering VTC News, Mr. Nguyen Tri Dung, Chairman of the People’s Committee of Go Vap District, said that the District Party Committee and the People’s Committee of the district identify the task of promoting the implementation of public investment capital disbursement as one of the key political tasks. The district focuses on leading and directing to achieve the highest disbursement rate, contributing to the overall results of the city.
Based on the assigned estimate, Go Vap District has established Propaganda Teams to mobilize and persuade the people to implement compensation policies, support and resettlement for projects invested by the district and other key projects being implemented in the district.
The district’s leader also directed departments, professional boards, and 16 wards to coordinate comprehensively with investors and functional departments to speed up the progress of public investment capital disbursement in 2023. Actively report proposals to the city for consideration and adjustment of capital plans appropriate to the progress of project implementation.
At the same time, the district will consider handling responsibilities of organizations and individuals in charge of agencies, units that affect the disbursement of public investment capital and the progress of project implementation. Regularly organize meetings to resolve difficulties and obstacles arising in the disbursement of public investment capital…

The result of the disbursement of public investment capital is the criterion for assessing and ranking the completion of tasks for organizations, units, and individuals on a quarterly and yearly basis; strictly handle organizations and individuals who obstruct and delay the progress of project implementation, affecting the disbursement of public investment capital,
” said Mr. Dung.
According to Mr. Dung, in 2023, the locality registered more than 1,650 billion VND of public investment capital.
However, there are times when Go Vap District cannot disburse public investment but has to transfer funds due to the obstacles of upgrading and expanding Duong Quang Ham Street project.
Explaining the reason for the inability to disburse capital but having to transfer funds, Mr. Dung said that initially, the estimated cost of expanding Duong Quang Ham Street was 1,750 billion VND.
When the city agreed to invest, the district started the process of counting and measuring. Through reviews, the compensation area has decreased compared to reality. At that time, the district proposed to the Ho Chi Minh City People’s Committee to consider and approve the transfer of surplus public investment capital from this project to the Xuyen Tam compensation canal project.
Thanks to this solution, the district has increased the disbursement rate to about 95% of the plan. As of December 1, Go Vap District has disbursed 99.88% with the group of projects compensating for land clearance.
Going into the Duong Quang Ham Street expansion project, Mr. Dung added that the project faced many difficulties as each affected household had different family and legal circumstances… so it required the authorities to consider thoroughly and resolve it reasonably and appropriately.

Some households in the full resettlement category did not agree, they had different concerns and desires. But the district persistently mobilized and persuaded. At present, many households have received compensation and some still continue to propose recommendations, then the district organizes mobilization, explanations for people to understand and share,
Mr. Dung said.
Going into specifics of the approach, Mr. Nguyen Tri Dung said that in the process of mobilization when there were still many opinions that did not agree, district leaders directly listened, met, and had dialogue with the people to record, explain, and continue to review, recommend relevant agencies to consider and resolve, ensure legitimate and reasonable rights and interests of the people.
According to Chairman of Go Vap District People’s Committee Nguyen Tri Dung, the current Duong Quang Ham Street is only about 6 – 8m in width, so when expanding, people have the opportunity to do business, so the majority of the affected households want to settle in place.
However, there is no land fund for on-site resettlement, the district has coordinated with the Ho Chi Minh City People’s Committee to propose transferring 49 plots of land on the frontage of the Tan Tao – Zone A residential center project, opposite to the area of Ward 14, Go Vap District.

The district has introduced people to visit, analyze for them to see that after relocating to the new area, they will have the opportunity to buy houses with preferential prices and the compensation money can be used to build houses, have a better life,
” said Mr. Dung.
According to Mr. Nguyen Tri Dung, a majority of the people agreed and a few households still expect better benefits. However, under the common policy conditions and the majority of people’s approval, the district continues to propagate and persuade.
The head of the Go Vap District government also informed that the disbursement rate of public investment capital in this project is one of the important factors helping Go Vap District achieve a disbursement rate of over 99% of public investment capital for 2023, becoming the locality with the highest disbursement rate in the city.
Emphasis on propaganda, diverse forms
Binh Chanh District is also a locality praised by the Chairman of Ho Chi Minh City in implementing the 60-days and nights movement to disburse public investment.
In 2023, the district was allocated a total of nearly 3 billion VND of investment capital. As of December 31, 2023, the district had disbursed nearly 2.6 billion VND, reaching 99.48% of the assigned capital plan.
According to Chairman of Binh Chanh District People’s Committee Vo Duc Thanh, in 2023, the district received working visits from 6 inspection teams of Ho Chi Minh City and they have cleared the difficulties of the projects, creating a great construction scene in the district. These projects have basically met the implementation plan in 2024.
To achieve these results, the leaders of Binh Chanh District have requested the district People’s Committee to guarantee in advance to the District Party Committee and the district People’s Committee. In addition, they also require Party members to commit and be attached to the work. This is a measure that the district has seen effective.
Weekly, the district People’s Committee works with investors on the implementation of the project and the removal of difficulties. The district organizes thematic conferences on compensation work, clearance, and resettlement in the district.
At the same time, the district strengthens dialogue with the people, implementing policies that are most beneficial to the people according to regulations, calculating the exact and sufficient compensation costs, and supporting according to regulations, contributing to limiting people’s complaints related to compensation policies.
In terms of project progress management in 2023, the district has focused on supervising investment activities to update the volume of implementation, final acceptance, and settlement. These actions are controlled, updating monthly progress as a basis for checking the progress of the projects.
Regarding the compensation solution, Mr. Thanh said that the development and spread of the localities with the Belt Road 3 projects have been successful. The successful implementation has positively spread the compensation work of localities.

Recently, Binh Chanh District successfully organized a meeting on compensation, clearance, and resettlement work in the area. The district emphasized propaganda in diverse forms (including oral propagation, broadcasting, social media) about the benefits and policies of each project to the people. Especially, they pay special attention to commend the collectives and individuals who have made many contributions to the implementation of the projects.

Regarding propaganda work, there are 2 households in the district that have performed well and were praised by the Ho Chi Minh City People’s Committee. These two households initially did not listen and were still confused about the land price… then, the district changed to a different form of propaganda, talking about the significance of the project.
When these households saw the significance of the project and contributed, they complied well. This compliance has contributed to the progress of the project and the opposite propaganda for households that did not comply well,
” said Mr. Thanh.
Binh Tan achieves 100% disbursement of public investment capital
In 2023, Ho Chi Minh City assigned Binh Tan District 4 plans for public investment capital for 35 projects, including 19 school projects, 14 transport infrastructure projects, and 2 civil projects. The district has achieved a 100% disbursement rate, including 4 completed projects put into use.
On the other hand, Binh Tan District has proactively coordinated with the Ho Chi Minh City People’s Committee to remove obstacles in the long-lasting outstanding projects. These projects include the Tan Tao – Zone A residential center project, the relocation project of Binh Hung Hoa cemetery, the Gò Cát landfill project, and the Vinh Loc residential project.
Binh Tan District has also started construction on 7/10 school projects, with over 200 classrooms. Completed the bidding for construction installation for 3 school projects, with 90 classrooms, and is carrying out compensation and adjustment of planning for 2 projects, with 42 classrooms.
In addition, the district is waiting for the Department of Construction of Ho Chi Minh City to approve the investment projects for 4 projects, with nearly 160 classrooms, and has been approved by the Ho Chi Minh City People’s Council for investment decisions with 7 projects, 209 classrooms, and is currently completing procedures to submit to the Department of Construction for project approval.
In 2023, Ho Chi Minh City was allocated more than 68 trillion VND of public investment capital, as of January 12, 2024, the city has disbursed 45.866 trillion VND.
