Leadership Accountability: Uncovering Air Cargo Smuggling

According to the 2024 plan to prevent smuggling, trade fraud, and counterfeit goods via air transport, the Civil Aviation Authority of Vietnam requires relevant units to strengthen guidance and management of the fight against smuggling, trade fraud, counterfeit goods, prohibited goods, and poor-quality goods through air transport resolutely, regularly and continuously.

Relevant units must identify the fight against smuggling, trade fraud, and counterfeit goods as an important political task, regularly performed by all civil servants and employees. They should establish the responsibility of leaders and management systems if smuggling, trade fraud, and counterfeit goods occur in their respective areas of responsibility.

Proactively preventing and limiting violations related to the transportation of smuggled goods, trade fraud, and counterfeit goods in the activities of agencies and units, especially for international flights and key areas.

Close inspection and review, improving internal security control procedures, security screening checks, loading, unloading, putting goods on and off the aircraft at airports, restricted areas.

Widely disseminate various provisions of the law on prevention and control of smuggling, trade fraud, and counterfeit goods; raise awareness among management staff at all levels and employees about the regulations of the law regarding actions and support for smuggling, trade fraud, and counterfeit goods.

Actively coordinate with relevant forces in implementing preventive measures to prevent smuggling, trade fraud, and counterfeit goods in the aviation sector. Strengthen the application of information technology in the management and supervision activities of civil aviation as well as contribute to the fight against smuggling, trade fraud, and counterfeit goods.

In addition, it is necessary to promptly reward and commend organizations and individuals with outstanding achievements in the fight against smuggling, trade fraud, and counterfeit goods; at the same time, strictly handle according to legal regulations and internal regulations of agencies and units for cases of violations.

The Civil Aviation Authority of Vietnam requires the aviation ports to implement and supervise the work of preventing and combating smuggling, trade fraud, and counterfeit goods of relevant agencies, units, organizations, and individuals under their management areas.

For Vietnamese airlines, authorities require extensive dissemination through various forms of legal provisions, policies to not transport and not assist in the transportation of goods without invoices, documents, or goods without clear origin to related organizations and individuals.
