According to the report from the Quang Ninh Statistical Office, the size of Quang Ninh’s economy will exceed 315,000 trillion VND in 2023. The local per capita GRDP in 2023 is estimated to be over 9,400 USD, 1.4 times higher than in 2020. With this income level, Quang Ninh stands at the top in the Northern region and second in the whole country.
In 2023, Quang Ninh leads other provinces and cities in attracting FDI. Among them, Hai Ha district is a bright spot in attracting FDI.
Hai Ha is a district located in the east of Quang Ninh province. It borders Mong Cai town to the east, Binh Lieu and Dam Ha districts to the west, the East Sea to the south, and China to the north. According to the Quang Ninh province’s electronic portal, the majority of residents in Hai Ha district are Vietnamese (Kinh) people, as well as ethnic groups such as Tay, Dao, Hoa, San Diu, San Chay, Cao Lan…
In terms of economy, this is an industrial and small-scale industrial development area, focusing on key industries related to the strengths of the maritime economy, central processing of agriculture, forestry, and aquatic products for export, with a focus on building brands, increasing the scientific and technological content in products, and consumer consumption.
According to information on the Hai Ha district planning and development, Quang Ninh province until 2030, the vision until 2050, Hai Ha has a particularly important position, being an area combined with Mong Cai city to build the Mong Cai Economic Border Gate Zone, forming a large urban area of Hai Ha – Mong Cai; at the same time, develop the Bac Phong Sinh Border Gate Economic Zone to ensure that Hai Ha district will develop into a center for seaport industry, seaport logistics, a center for finance, trade, border services, and trade fairs.
In recent years, Hai Ha district has identified the development of comprehensive infrastructure as an important goal in the socio-economic development of the locality. The district has utilized all resources and investments from the central government, the province, and attracted other resources to build and complete key projects.
Until now, the infrastructure system of the district has developed in a synchronous and modern direction. Regarding port infrastructure and services, the port area is being studied for investment with an area of about 133 hectares and a total investment of about 2,000 billion VND.
Regarding industrial zone infrastructure, Texhong Vietnam Industrial Park Co., Ltd. is programming 3 factory projects. In 2023, Hai Ha Port Industrial Zone attracted 4 new investment projects with a registered capital of over 1.6 billion USD; adjusted an investment project with additional capital of 70.25 million USD. Only counting this figure has placed Hai Ha above 55 provinces and cities nationwide.
Among the FDI projects, the Jinko Solar Hai Ha Vietnam Opto-Electronic Cell Technology Complex Project invested by Jinko Solar Hong Kong Limited has the largest investment capital, about 1.5 billion USD. This is the largest foreign direct investment project in Quang Ninh province in 2023; accounting for 50% of the total foreign direct investment capital of the province. This project also makes Quang Ninh one of the largest solar panel production centers in the country.
Overall, the enterprises in Hai Ha Port Industrial Zone have created jobs for more than 13,300 laborers, of which more than 5,000 are local laborers.
To create favorable conditions for traffic connectivity, synchronous infrastructure connection between Hai Phong – Mong Cai Expressway and Hai Ha Port Industrial Zone, the Bac Phong Sinh Border Gate, Hai Ha district has proposed to the province, the Ministry of Transport, and other relevant ministries and agencies to study and invest in 3 road routes to contribute to promoting socio-economic development of the locality.
First is the road route from the expressway intersection going north, belonging to Quang Son commune, connecting with Quang Duc commune to QL18B toward Bac Phong Sinh Border Gate. The second is the road route from the center of Quang Son commune along provincial road 344, connecting to the center of Quang Duc commune toward Bac Phong Sinh Border Gate. Finally, the road route from Hai Phong – Mong Cai Expressway along provincial road 340 through the center of Quang Son commune to Binh Lieu district. These are important traffic routes in the province’s transportation planning and the planning of Hai Ha district.
In 2023, Hai Ha witnessed the establishment of 52 new enterprises and cooperatives, increasing the total number of active enterprises and cooperatives on the district’s territory to 266. The total production value is estimated to reach 33,233 billion VND, equivalent to 100.2% of the plan, an increase of 10.72% compared to 2022.
In 2024, Hai Ha strives to achieve a total production value of over 36,000 billion VND, in which the production value of the Agricultural – Forestry – Aquatic area reaches 1,390 billion VND (accounting for 3.86% in the economic structure); Industrial – Construction area reaches 23,803.2 billion VND (accounting for 66.1%); total social investment capital reaches 8,890 billion VND.
