Targeting Key Transportation Projects Ahead of Schedule

In 2024, the Prime Minister assigned the Ministry of Transport a total capital plan of 56,666 billion VND, with a focus (60%) on the North-South East highway projects in phases I and II. As a result, right after the Prime Minister's site visits to key projects at the beginning of the new year, a series of projects have accelerated and set targets to surpass the plan.

As directed by Prime Minister Pham Minh Chinh, 2024 is identified as the year to accelerate the implementation of key transportation projects. Ministries, sectors, localities, members of the State Steering Committee for important national projects, project management boards, investors, contractors, and construction units must be proactive and actively implement the assigned tasks. These tasks must be completed with a focus on ensuring progress, improving quality, and ensuring technical and aesthetic standards, in accordance with the spirit of “take action, do not retreat,” “overcome the sun, conquer the rain,” “seize the opportunity, work urgently,” and “work in 3 shifts, 4 teams.”

According to observations from reporters at the construction sites of key projects, such as Long Thanh International Airport, Bien Hoa – Vung Tau Expressway, Ham Nghi – Vung Ang Expressway, Dien Chau – Bai Vot Expressway, and Cam Lam – Vinh Hao Expressway, as well as Tan Son Nhat T3 Terminal, the construction atmosphere of the investors, contractors, and workers is urgent and fast-paced, ensuring progress in accordance with the guidance of the Prime Minister.

The section of Bien Hoa – Vung Tau Expressway, which is being constructed by Son Hai Group, is currently carrying out excavation and embankment works, preparing the road foundation.

The elevated section of Bien Hoa – Vung Tau Expressway has been handed over, and Vinaconex Construction Company is organizing the construction of tunnels, even though rubber and resin forests surrounding the area have not completed land clearance.

Tong Cong Ty Xay Dung Truong Son is utilizing locally leased land to cast precast concrete components, ready to simultaneously construct the Bien Hoa – Vung Tau Expressway when the ground is available.

Currently, on the entire section of the Bien Hoa – Vung Tau component of the North-South Expressway Phase II (2021 – 2025), the 3 joint venture contractors, Son Hai Group Co., Ltd., 479 Hoa Binh Joint Stock Company, and 703 Investment and Construction Joint Stock Company, are simultaneously deploying 15 construction sites. The accumulated value of the project’s construction has reached 15%, exceeding the planned progress by 2%.

In addition to component 1 and 2 in Dong Nai province, which are still facing land clearance obstacles, the component 3 is expected to complete land clearance in the first quarter of 2024. In 2024, the project will allocate VND 500 billion from the central budget. Up to now, nearly VND 232 billion, equivalent to 46.4%, has been disbursed.

It is expected that in 2024, the project will complete 70% of the value of the project and complete the construction of the project by September 30, 2025, 3 months ahead of schedule.

According to the representative of Ben Luc District People’s Committee (Long An Province), the locality is investing in the construction of a resettlement area for the Belt Road 3 of Ho Chi Minh City project to hand over to affected households. It is expected that the project will be completed and the resettlement area will be arranged for residents in May 2024. The resettlement project covers an area of ​​3.5 hectares, located near Belt Road 3 of Ho Chi Minh City in Tan Buu Commune, Ben Luc District, with a total implementation cost of about VND 65 billion.

The project is a national key project, nearly 76 km long, passing through Ho Chi Minh City, Dong Nai, Binh Duong, and Long An provinces, with a total investment of over VND 75,000 billion.

At the construction site of T3 International Terminal, Tan Son Nhat Airport, the construction process is in full swing. Component Diễn Châu – Bãi Vọt Expressway is one of the 11 highway projects in the East of the North-South Expressway Phase I 2017-2020, nearly 50 km long, with a total investment of over VND 11,157 billion.

Many sections of the road on the Diễn Châu – Bãi Vọt Expressway are being asphalted.

The contractors are mobilizing 101 construction sites, over 850 specialized equipment, nearly 2,000 laborers, to construct Diễn Châu – Bãi Vọt Expressway across its entire length.

The project enterprise commits to completing the final asphalt layer on the Diễn Châu – Bãi Vọt Expressway by the end of April 2024.

For the Diễn Châu – Bãi Vọt component of the North-South Expressway Phase I (2017-2020), the overall progress of the project has reached nearly 75%.

In order to ensure the progress is achieved before May 2024 according to the Government’s target, the Ministry of Transport has set that the project’s business will implement 3 shifts 4 teams day and night, mobilize maximum labor, and specialized equipment, urgently implementing to catch up with the progress and ensure the plan.

In the package contracts at intersection point QL46B, Thần Vũ tunnel, Thần Vũ 1 and 2 bridges, Ồ Ồ bridge, Hưng Đức bridge… the Contractors mobilize 101 construction sites, with nearly 2,000 laborers, with an average daily output of about over VND 600 million.

The Ham Nghi – Vung Ang Expressway is one of the 12 component projects of the East of the North-South Expressway Phase II 2021-2025, 54.2 km long, with a total investment of over VND 9,700 billion. It passes through the districts of Cam Xuyen, Ky Anh, and Thach Ha (Ha Tinh Province).

Contractors are constructing the Ke Go bridge, 660 m long, with 16 spans on the Ham Nghi – Vung Ang Expressway through Cam Xuyen district.

The Ham Nghi – Vung Ang Expressway consists of 2 main construction contracts 11-XL, 12-XL, implemented by the joint venture consortium of Xuan Truong Construction Private Enterprise – Tự Lập Construction Co., Ltd. – 471 Joint Stock Company – 368 Construction Joint Stock Company.

Construction units are planting new power poles, relocating old power infrastructure, leveling the ground for the Ham Nghi – Vung Ang Expressway project.

Phase I of the Ham Nghi – Vung Ang Expressway is designed with 4 lanes without emergency stopping lanes, with a maximum speed of 80 km/h; the complete design phase is 6 lanes, 2 emergency stopping lanes, with a maximum speed of 120 km/h.

Similarly, on the Ham Nghi – Vung Ang Phase II Expressway, the overall progress of the project has reached 20%. From the beginning of January 2024 to now, taking advantage of sunny weather, the construction units have maximized labor and machinery, concentrated on construction to catch up with the plan set by the Government and the Ministry of Transport. The 11-XL, 12-XL main contractor of the project is organizing 7 construction sites, with hundreds of workers, and hundreds of specialized machinery and equipment, operating along the entire construction site.

Mr. Luu Tan Cuong, Deputy Head of the Project Management Board (Thang Long Management Board), shared that recently, due to the influence of rainy weather, the project mainly focuses on construction items such as bridges, culverts, in-place casting of concrete beams, stockpiling of materials… to proactively plan when the weather is sunny and carry out simultaneous construction of excavation, embankment, roadbed compaction, gravel distribution… Currently, there are still some infrastructure electricity projects on the expressway that have not been removed. The project hopes that the local authorities will coordinate closely to complete the final removal, hand over the site to the contractors, push the progress forward, and ensure the plan.

Representatives of the Management Board for Construction Investment (Ministry of Transport) said that in 2024, the Ministry of Transport has identified that disbursement results will largely depend on the construction output at the construction site. The goal is to complete the North-South Expressway Phase I 2017-2020 in a synchronized manner; basically complete the North-South Expressway Phase II 2021-2025 for operation and operation in 2025; at the same time, focus on deploying and implementing connecting highways such as Bien Hoa – Vung Tau, Khanh Hoa – Buon Ma Thuot, Cho Moi – Bac Kan, Hoa Lien – Tuy Loan, Dau Giay – Tan Phu…

Currently, the Ministry of Transport is managing 34 projects/component projects under key transportation projects, important national projects. In 2024 alone, the Ministry of Transport will complete procedures to start 19 projects; support localities in completing documentation for the construction of 11 road projects supervised by localities; complete and put into operation 23 projects, including 2 components, the Diễn Châu – Bãi Vọt section, and the Cam Lâm – Vĩnh Hảo section of the East Phase I of the North-South Expressway.
