Hanoi’s upcoming district upgrade prompts the construction of multi-billion infrastructure projects

District striving to become a city

Dong Anh is a suburban district north of Hanoi, located in the planning area for industrial, urban, service, and tourism development in the capital; it is an important transportation hub connecting Hanoi with northern provinces. The district has Vo Nguyen Giap Road, which connects the city center and the West Lake area to Noi Bai International Airport – the international gateway to the North and connects provinces in the North, Northeast, and Northwest. From this district to the Hoan Kiem area, the center of Hanoi, is quite close, about 10km.

In July 2023, the Hanoi City People’s Council approved a plan to establish Dong Anh district and the wards within this district, based on the original 185.68 square kilometers natural area and a population of 437,308 people in Dong Anh district. Along with that, 24 wards in Dong Anh district will be established. The plan will be completed and submitted to the Government and the National Assembly Standing Committee at the end of 2023.

The establishment of Dong Anh district is placed in the context of Hanoi speeding up the process of transforming several districts into cities. The city has set a target for the period 2021-2025 to have 3-5 districts become cities, with priority initially given to resources, and completion of criteria to elevate Dong Anh and Gia Lam districts to cities by 2023.

Information from the Hanoi Party Committee reveals that regarding the city elevation plan, up to now, Dong Anh district has met 29 out of 31 criteria. The two criteria that have not been met are high school standardization and the rate of urban civilized streets. These are two criteria under the jurisdiction of the Hanoi City Government.

Several billion-dollar transportation projects about to be implemented

Recently, the locality has updated much information related to the construction of several billion-dollar road projects. Specifically, the Investment Project for constructing the regional-level road (NC-1) from Can Khe hamlet to Tien Hung hamlet to connect with the Hanoi – Thai Nguyen railway has just been reported.

According to the approval, the road has a total length of 2.2 km, located in Nguyen Khe commune, Dong Anh district, and was approved for investment from July 2022. The starting point of the route meets the planned road in the north of Can Khe hamlet; the ending point meets the Hanoi – Thai Nguyen railway. The total investment of the project is VND 245 billion, with operation expected at the end of 2025.

Additionally, on the morning of February 22, the People’s Committee of Dong Anh district held a conference to implement ground clearance work for 8 projects in the area.

Notably, there are projects such as the construction of the district administrative center Dong Anh; The Investment Project for constructing a road from road pair A-B to the canal between zones, in Kim Chung commune according to the plan, and some projects to construct auctioned land use rights areas.

Particularly, the Dong Anh district administrative center project is located on nearly 5 hectares of “golden” land belonging to Dong Anh town, and Uy No commune, which was approved for overall planning in September 2023 by the Hanoi City People’s Committee.

In order to support the district elevation process, in addition to the two aforementioned projects, more large-scale infrastructure projects will be implemented in Dong Anh in the near future.

For example, the construction of a road from Hoang Sa to the Hanoi – Lao Cai railway (3.7km, VND 1,239 billion). The LK50 road, from the old national road 3 to Thu Lam road, is 5.9 km long with a scale of VND 1,303 billion. The LK54 road connects the resettlement area of Nhat Tan Bridge to the LK53 road, with a length of 3.8 km, a total investment of VND 1,204 billion. The LK51 road segment from the new national road 3 to Uy No road is 5.7 km long, with an investment of VND 1,168 billion.

Of note, in the period 2023-2028, Dong Anh will deploy the construction of the Belt Road 3 that passes through the district with a length of 14.9 km, with a total investment of nearly VND 8,000 billion. The starting point is at the intersection of the Hanoi – Thai Nguyen expressway. The ending point intersects with Vo Van Kiet road. The route passes through 9 communes in Dong Anh, including Lien Ha, Viet Hung, Uy No, Dong Anh town, Tien Duong, Van Noi, Nguyen Khe, Bac Hong, and Nam Hong.
