Hanoi authorizes appraisal of social housing sale prices

The People's Committee of Hanoi City has authorized the Department of Construction of Hanoi to appraise the selling price, leasing price, and rental of social housing projects invested by non-state budget sources.

The Hanoi Department of Construction is authorized to appraise the selling price, rent, and investment in social housing constructed by projects funded from sources outside the state budget.

The Hanoi People’s Committee has recently issued a decision to delegate authority to the Hanoi Department of Construction in handling and receiving administrative procedures in the construction field within the jurisdiction of the People’s Committee.

Accordingly, the Hanoi People’s Committee delegates authority to the Hanoi Department of Construction to handle and receive documents for 3 administrative procedures within the jurisdiction of the People’s Committee.

Specifically, the first is the authority to appraise the selling price, rent, and investment in social housing constructed by projects funded from sources outside the state budget within the city’s territory.

The second is the authority to transfer the entire or a portion of real estate projects for which provincial People’s Committees have decided on investment.

The third is the authority to transfer the entire or a portion of real estate projects for which the Prime Minister has decided on investment. The delegation is valid until December 31, 2025.

Under this decision, the Hanoi Department of Construction will be responsible to the Hanoi People’s Committee and the law for implementing the delegated content mentioned above; ensuring conditions of human resources, finance to organize the delegation; reporting to the Hanoi People’s Committee the situation and results of implementation every 6 months and annually.

Hanoi allocates over 400 hectares of land for social housing development

At a conference on the implementation of the project “Investing in the construction of at least 1 million social housing units for low-income people, industrial park workers in the period from 2021 to 2030” in 2024, recently organized by the Ministry of Construction, Director of the Hanoi Department of Construction Vo Nguyen Phong said that Hanoi had proactively allocated over 400 hectares for social housing development.

The city has also proactively set up 5 concentrated social housing areas with a total area of ​​270 hectares, over 1 million square meters of social housing floor area, equivalent to about 15,000 apartments. To date, 4 out of 5 projects have been approved for investment plans, which are a basis for selecting the project investors.

In addition, the city is directing departments, branches, district People’s Committees, townships to urgently review 20%, 25% of the land fund in commercial housing projects, urban areas to develop new social housing projects.

Implementing the city’s housing development program and the government’s pilot project of 1 million apartments in the period of 2021-2023, Hanoi has completed 5 projects with a total of 5,200 units. In the period of 2024-2025, the city continues to implement and complete 17 projects with over 15,000 units.

In the period from 2026 to 2030, based on reviewing the land fund, Hanoi will focus on urging enterprises to implement; review and solve difficulties and obstacles related to investment procedures, land recovery, land allocation, shorten the time for administrative procedures, and allocate flexible capital to projects invested by the city’s specialized departments, districts, and towns.

Accordingly, in the period from 2024 to 2030, the city strives to have about 58 projects implemented, completing 3.74 million square meters, with about 56,700 apartments, meeting the requirements set by the project for the city.
