Impressive Countries with Remarkable Trios: Pham Minh Chinh’s Proposal

Continuing to affirm ASEAN’s role and position

Sharing the outcomes of Prime Minister Pham Minh Chinh’s working visits to the ASEAN-Australia Commemorative Summit, official visits to Australia and New Zealand, Minister of Foreign Affairs Bui Thanh Son emphasized the significance of the summit as it marked the “golden milestone” of ASEAN-Australia relations and set the direction for future development. The summit is a testament to the increasing value and importance of ASEAN.

The Minister of Foreign Affairs affirmed that, along with the continuous proposals for upgrading relations with ASEAN from both major and minor partners, the summit demonstrated that partners increasingly value the role and position of ASEAN.

After several days of discussions, the ASEAN-Australia Commemorative Summit was a great success, with many important achievements.

First, the leaders of both sides highly valued the significance and value of the Comprehensive Partnership for each side as well as the region. The political trust is increasing, and cooperation in trade, economy, culture, society, and new areas is being dynamically and effectively implemented.

Second, building on 50 years of cooperation, both sides agreed on major orientations to enhance comprehensive cooperation across all fields in the coming time. These include creating strong breakthroughs in economic, trade, and investment cooperation; promoting cooperation in new areas such as innovation, digital economy, green and energy transitions, and e-commerce.

Strengthening cooperation in political-security, national defense, maritime cooperation, and cybersecurity; promoting cooperation in education, training, labor, tourism, cultural exchanges, people-to-people exchanges, especially between youth and young leaders.

Third, both sides emphasized the importance of cultural dialogue and cooperation, building trust and preventing conflicts, the role of international law and multilateralism, and cooperation in dealing with common challenges. They stressed the importance of maintaining peace, stability, maritime and air security in the South China Sea, and solving disputes peacefully based on international law, especially the United Nations Convention on the Law of the Sea (UNCLOS) 1982.

The summit adopted two important documents: the “Melbourne Declaration – Partners for the Future” and the “Vision Statement of ASEAN-Australia Leaders – Partners for Peace and Prosperity,” providing a basis for the implementation of the ASEAN-Australia Comprehensive Partnership in the future.

Sharing the significance and contributions of the Vietnamese delegation at the summit, the Minister of Foreign Affairs stated that Vietnam had actively and positively participated from the beginning, including in the preparation process, building the program, and negotiating documents, as well as contributing significantly to the overall success of the summit.

In particular, the comprehensive and strategic statements made by Prime Minister Pham Minh Chinh were highly appreciated by other countries. They accurately assessed the ASEAN-Australia relations over the past 50 years and proposed visions, orientations, and initiatives to promote relations in the future.

The countries were impressed by the “3 breakthroughs, 3 enhancements, and 3 co-operations” proposed by Prime Minister Pham Minh Chinh for ASEAN-Australia relations in the future.

The 3 breakthroughs include breakthroughs in economic, trade, and investment cooperation; breakthroughs in human resource development, particularly high-quality human resources and labor cooperation; and breakthroughs in science-technology, innovation, focusing on digital economy, green transitions, and emerging sectors such as semiconductors and artificial intelligence.

The 3 enhancements include enhancing political trust, promoting cultural dialogue and cooperation, building trust and preventive diplomacy, encouraging major countries to contribute responsibly to the region; enhancing sub-regional cooperation, narrowing the development gap for inclusive and sustainable development; and enhancing cultural cooperation and people-to-people exchanges, especially between young generations, thereby consolidating a long-term and strong social foundation for relations.

The 3 co-operations include co-building a united and self-reliant region; promoting a region that respects international law and behaves based on rules; and jointly building and shaping an open, inclusive, and rules-based regional structure with ASEAN at the center.

“Vietnam’s participation in the summit has contributed to raising Vietnam’s role in ASEAN-Australia relations, and through ASEAN, promoting the substantial and effective development of the Vietnam-Australia bilateral relations in the future,” emphasized the Minister of Foreign Affairs.
