On the morning of April 28, in Phan Rang – Thap Cham City, Prime Minister Pham Minh Chinh attended the conference to announce the province’s Planning for the 2021-2030 period, with a vision towards 2050, and to promote investment in Ninh Thuan Province, themed “Ninh Thuan – A Land of Convergence of Distinctive Values”.
Also in attendance were the following members of the Party Central Committee: Minister of Planning and Investment Nguyen Chi Dung, Minister of Transport Nguyen Van Thang, Minister of Natural Resources and Environment Dang Quoc Khanh, Lieutenant General Vo Minh Luong, Deputy Minister of National Defense, Khanh Hoa Provincial Party Secretary Nguyen Hai Ninh, President of the Vietnam General Confederation of Labor Nguyen Dinh Khang, Ninh Thuan Provincial Party Secretary Nguyen Duc Thanh; representatives of ministries, sectors, and central and local agencies, partners, experts, associations, investors, and domestic and foreign enterprises.

At the conference, Ninh Thuan Province announced the main and key contents of the province’s Planning for the 2021-2030 period, with a vision towards 2050, which has been approved by the Prime Minister; provided an overview of the province’s development aspirations, determination, potential, advantages, investment opportunities, preferential investment policies, list of priority investment projects; and socioeconomic development achievements and some typical, characteristic, and key products of enterprises in the province.
Also at the conference, 14 investors received decisions on investment approval, investment registration certificates, and memorandums of understanding for project research and development.

“Looking up to the sky, facing the sea” for development
Earlier, the Prime Minister issued Decision No. 1319/QD-TTg approving the Planning for Ninh Thuan Province for the 2021–2030 period, with a vision towards 2050.
The reports and opinions presented at the conference assessed that the Planning for Ninh Thuan Province for the 2021-2030 period, with a vision towards 2050, has been meticulously and scientifically prepared, based on breakthrough thinking, a long-term vision, and the promotion of inherent advantages, outstanding opportunities, and competitive strengths from nature, people, and cultural and historical traditions, as well as addressing the existing weaknesses and limitations of the province.
The Planning opens up new development space for the next 10 years and sets the direction for the next 20 years; with the goal that by 2030, Ninh Thuan will become a province with a per capita income in the upper-middle group of the country, developing dynamically, rapidly, and sustainably, with a marine economy and urban economy as drivers of growth; focusing on development in the southern part of the province to create a foundation for the establishment of a coastal economic zone.
By 2050, Ninh Thuan will become a province that develops comprehensively, rapidly, and sustainably, with a diverse and prosperous economy; developing strongly in the marine economy, with a modern coastal economic zone; a system of coastal urban areas that are smart, sustainable, have their own identity, are environmentally friendly, and are highly resilient to natural disasters, epidemics, and adapt effectively to climate change; where cultural and historical values, the marine ecosystem, and forests are preserved and promoted; and the material and spiritual life of the people reaches a high level compared to other localities in the country…
Regarding development orientations and priorities, according to the Planning, the spatial development of the province will be reorganized in close coordination with the provinces in the South Central Coast region, according to four territorial regions, three growth regions, three development corridors, five groups of key breakthrough industries, and taking the marine economy and urban economy as drivers of development.

According to Ninh Thuan Provincial Party Secretary Nguyen Duc Thanh, the province’s Planning plays a role of special strategic importance, clearly defining the goals and establishing the vision and development space of the province in the coming period.
In order to effectively implement and turn the goals and vision of the provincial Planning into reality in the coming period, all levels of the Party committees, governments, the Fatherland Front, mass organizations, cadres, Party members, and people of the province, as well as investors, the business community, must continue to unite, work together, and wholeheartedly promote all advantages, mobilize all resources, and resolutely overcome all difficulties and challenges to successfully fulfill the goals set out in the provincial Planning, building Ninh Thuan Province to develop rapidly and sustainably, becoming a friendly and livable place, and an attractive destination for investors and tourists.
According to economic expert Tran Dinh Thien, the province has developed strongly and impressively in recent years, and the Planning has been developed with high quality. Promoting the advantages of renewable energy (wind and solar) and the sea, Ninh Thuan is expected to “look up to the sky, face the sea” to develop rapidly and sustainably, with the lesson that nothing is impossible, as the Prime Minister has shared on many occasions.
