The resolution of the National Assembly on the state budget estimate for 2024 clearly states that from July 1st, a comprehensive reform of the salary policy will be implemented in accordance with Resolution No. 27-NQ/TW, adjusting retirement salaries, social insurance allowances, monthly allowances, preferential allowances for those with meritorious services, and several social security policies currently linked to the base salary.
Accordingly, retirement salaries will be adjusted from July 1st, along with the salary reform. The specific adjustment levels are pending the issuance of regulations by relevant agencies.
Earlier, the Government issued Decree No. 42 on June 29th, 2023, adjusting retirement salaries, social insurance allowances, and monthly allowances. Specifically, from July 1st, 2023, these payments will increase by 12.5% to 20.8%.
Those who have already received the adjusted retirement salaries applicable from July 1st, 2023 to before July 1st, 2024 will continue to receive salary adjustments according to the National Assembly’s Resolution on the state budget estimate for 2024 after July 1st, 2024. Thus, they will receive consecutive salary increases in two years.
The 9 categories eligible for retirement salary increases according to the regulations include:
Officials, civil servants, workers, employees, and laborers (including those with voluntary social insurance periods, retirees from the Nghe An Farmers’ Social Insurance Fund who have switched over pursuant to Decision No. 41/2009/QD-TTg); military personnel, public security officers, and secret service personnel currently receiving monthly retirement salaries.
Commune, ward, and township cadres as stipulated in Government Decree No. 92 on the title, quantity, and certain regimes and policies applicable to cadres, civil servants in communes, wards, and townships, and non-professional personnel at the commune level.
Persons currently receiving monthly allowances for loss of working capacity according to regulations; rubber workers currently receiving monthly allowances according to regulations.
Commune, ward, and township cadres currently receiving monthly allowances.
Military personnel currently receiving monthly allowances.
Public security officers currently receiving monthly allowances.
Military personnel, public security officers, and secret service personnel receiving salaries equivalent to military personnel and public security officers currently receiving monthly allowances.
Persons currently receiving monthly allowances for work-related accidents and occupational diseases.
Persons currently receiving monthly allowances for martyrdom prior to January 1st, 1995.
