Prime Minister request acceleration of North-South Expressway Eastern project

On the afternoon of April 29, continuing the working program, Prime Minister Pham Minh Chinh and leaders of the ministries, sectors, and localities where the project passes through inspected the component projects of the East-West North-South expressway construction project, phase 2021-2025.

The project to develop the Eastern North-South Expressway component projects for the 2021-2025 period comprises: Chí Thạnh- Vân Phong; Quy Nhơn – Chí Thạnh and Hoài Nhơn- Quy Nhơn running through Phu Yen and Binh Dinh provinces.

The Chi Thanh-Van Phong component project is part of the Eastern North-South Expressway project for the 2021-2025 period.

According to the Project Management Board 7, the Chi Thanh – Van Phong expressway project has a total length of 48.25 km, and its main components are: 48.05 km of expressway; 5 interchanges; 32 bridges; 1,020 m of underground road tunnels; 46 smaller tunnels; and 12 km of service roads. The total investment for the project is 10,773,606 billion VND. Construction began in early 2023, with substantial completion expected in December 2025.

The project includes 2 construction packages: Package XL01 for the Km0 – Km24 section, implemented by a joint venture of Deo Ca Group Corporation – Thang Long Construction Corporation – Lung Lo Construction Corporation – Phuc Loc Group Corporation – Construction Services and Trade Corporation 68; and Package XL02 for the Km24 – Km48,052 section, implemented by a joint venture of Trung Nam 18 E&C Construction Corporation – Construction Corporation No. 1 – Tu Lap Construction Company Limited – Central Construction Group Corporation.

During a site visit, Prime Minister Pham Minh Chinh greeted and gave gifts to engineers, workers, and laborers on the construction site. He wished the best for their health and encouraged them to continue to demonstrate the spirit of “overcoming sun and rain” and “eating quickly, sleeping urgently”. He also called on them to work around the clock, including during holidays and the Lunar New Year, and to be more responsible in order to accelerate construction progress and improve the quality of works and projects. He stressed the goal of completing the project ahead of schedule for the 100th anniversary of the founding of the nation on September 2, 2025.

In the event of any difficulties, obstacles, or challenges, all levels, sectors, and forces involved in implementing the project and works must work together, “only discussing progress, not setbacks,” with the utmost determination, initiative, and courage to overcome all difficulties and deliver the project on time for the 100th anniversary of the founding of the nation, September 2, 2025.

Additionally, the Prime Minister requested that local authorities and EVN focus on clearing technical land for the project by May 30, 2024. He also instructed them to study the interchanges to exploit the potential of the expressway and promote socio-economic development in the localities.

Furthermore, the Prime Minister recommended that the localities where the expressway will pass through study the construction of interchanges to connect the expressway to the localities. The intention is that when building the interchanges, they should be aesthetically pleasing and become iconic landmarks for the provinces and cities.

Involving the entire political system, disseminating information, and mobilizing people to accelerate the progress of land clearance and relocation of technical infrastructure, while emphasizing the importance of investing in and building resettlement areas to ensure that people have new housing that is at least as good as, or better than, their previous housing. Mobilizing, providing support, and creating more jobs and livelihoods for local people in the areas where the project will pass through.

At the end of the working trip, Prime Minister Pham Minh Chinh inspected the implementation of the Hoai Nhon – Quy Nhon expressway, which is 70.1 km long and passes through 6 districts and towns of Binh Dinh province. Construction began on January 1, 2023, and is expected to be completed on September 30, 2025.

Commending the ministries, project management boards, contractors, and local authorities for their excellent work in land clearance and project implementation, the Prime Minister instructed Binh Dinh province and related agencies to complete land clearance as soon as possible, promptly resolve some outstanding issues, and hand over the land to the contractors for construction. He also encouraged contractors to apply modern engineering and technological measures to improve quality and progress without increasing project costs.

The Prime Minister requested that the relevant stakeholders strive to complete the Hoai Nhon – Quy Nhon project by April 30, 2025, or at the latest by June 30, 2025, to contribute to the opening of the expressway from Quang Ngai to Ho Chi Minh City in 2025, with the spirit of “putting the interests of the nation and people first” and “doing everything for the beloved South”.
