Important Announcement: VNeID to Become Sole Account for Online Public Services from July 1st

The Deputy Prime Minister, Mr. Tran Luu Quang, has requested that relevant ministries, branches, and localities urgently finalize their preparations to unify the use of a single account, VNeID, in the provision of online public services from July 1, 2024.

This is the request of Deputy Prime Minister Tran Luu Quang at the fourth meeting of the Working Group on Administrative Procedure Reform of the Prime Minister (the Working Group), held on the morning of May 3 at the Government Office.

The meeting was attended by Minister, Head of the Government Office Tran Van Son, Permanent Deputy Head of the Working Group; Lieutenant General Nguyen Duy Ngoc, Deputy Minister of Public Security, Deputy Head of the Working Group; The members of the Working Group are leaders of central ministries, sectors, and leaders of localities: Hanoi, HCMC, Da Nang, Thua Thien Hue, Binh Duong, Ha Nam, Nghe An, Quang Ninh, and Hai Phong.

The above request is made by the Government in the context that each user currently has many public service accounts issued by different ministries, sectors, and localities, causing many inconveniences such as difficulty in managing personal information, and having to remember multiple accounts and passwords.

VNeID (short for Viet Nam Electronic Identification) is a mobile app developed by the National Population Data Center under the Ministry of Public Security with the aim of replacing traditional documents and providing utilities for digital citizens, digital government and digital society.

VNeID not only brings practical benefits to people but also plays a particularly important role in state management; helps to minimize waste and errors in the use of traditional documents, saving costs and time for people and the state.

For example, when issuing a Criminal Record, if done in the traditional way, Hanoi will receive about 900-1,000 people per day, putting great pressure on the staff who issue the Criminal Record.

To overcome this situation, Hanoi started piloting the issuance of Criminal Records on VNeID from April 22, 2024, so that citizens can request the issuance of Criminal Records on the VneID app anytime, anywhere through smartphones or computers with Internet connection, online payment without having to go directly to the competent agency.

In the insurance sector, since October 2023, there have been more than 8 million uses of VNeID accounts to log into the VssID app of the Vietnam Social Security, helping people have more options when they need to exploit information, use health insurance cards, and perform online public services.

In the recent past, there have been localities implementing solutions to pay social security through VNeID accounts, which is especially useful for social welfare beneficiaries, meritorious people, and the elderly in remote and mountainous areas.

According to the Ministry of Public Security, the total number of electronic identification account uses on the Public Service Portals to date is more than 29,375,000; The number of logins on the Etax application of the General Department of Taxation is 2,096,499, the number of logins on the VssID application of the Vietnam Social Security is 10,403,048. The total amount of money saved for the state is estimated at 469 billion VND.

The Ministry of Public Security has exceeded the target of implementing 12 utilities on VneID, with over 1.5 million daily accesses and uses of VneID utilities.

To use the app conveniently and effectively, people need to download the VNeID app on their smartphone. For citizens who already have a registered identification account and electronic authentication, are waiting for approval, or have been granted an account; Citizens who apply for an identification account and electronic authentication linked to the issuance, renewal, re-issuance, or replacement of CCCDs with chips; Citizens who apply for an identification and electronic authentication account when they already have a CCCD card with a chip.

During the process of downloading and using the application, if you encounter any difficulties, you can contact the local police station for guidance on activating the identification and electronic authentication account on the VNeID app.

Highly appreciating the benefits of VNeID, Deputy Prime Minister Tran Luu Quang asks ministries, sectors, and localities to be determined to implement the goal of unified use of one account as VNeID in administrative procedures from July 1, 2024 to save time, costs for people and the state.

The Deputy Prime Minister suggests that ministries, sectors, and localities strengthen the dissemination of vivid, easy-to-understand, and easy-to-remember information on mass media channels and social networking platforms, so that people clearly understand the utilities and how to use VNeID accounts.

Ministries, sectors, and localities focus on reviewing and improving the legal framework, connecting databases and infrastructure to ensure smooth use of VNeID accounts; establish an information channel to exchange and respond to difficulties and problems that arise.

The Deputy Prime Minister directs the Ministry of Information and Communications and telecom operators to clean up mobile subscriber data, ensuring that 100% of phone SIMs must have an owner; at the same time, improve the quality of technical infrastructure.

For localities, the Deputy Prime Minister suggests focusing on infrastructure investment; actively consulting and sharing experiences and good practices from other localities, especially in investing in infrastructure and hiring information technology services./.
