In the afternoon of May 4, during the regular Government press conference, Lieutenant General To An Xo, spokesman of the Ministry of Public Security, spoke to reporters about the case involving Thuan An Group.

Mr. Xo informed that the Ministry of Public Security has so far prosecuted and detained 8 defendants, with the latest one being Mr. Duong Van Thai, former Secretary of the Bac Giang Provincial Party Committee, who was prosecuted and detained for “taking advantage of position and power while performing official duties’ and legal procedures were carried out on May 1.

Mr. Duong Van Thai was born in 1970 in Bac Giang. He holds a doctorate in economics and previously worked as a cultural information and sports officer, then as a tax officer at the Bac Giang City Tax Office. Afterwards, Mr. Duong Van Thai served as Vice Chairman and Chairman of the Bac Giang City People’s Committee, Vice Chairman of the provincial People’s Committee, and Chairman of the Bac Giang provincial People’s Committee. In October 2020, Mr. Thai was elected Secretary of the Bac Giang Provincial Party Committee before being elected to the Party Central Committee for the 13th tenure, serving as Secretary of the Provincial Party Committee and Chairman of the Bac Giang Provincial People’s Council for the 2021 – 2026 term. From July 2021, he served as a deputy of the 15th National Assembly and head of the Bac Giang provincial National Assembly delegation until the National Assembly dismissed him in early May 2024. |
In this case, the investigation documents show that from December 2014 to December 2023, Thuan An Group directly or through joint ventures won 38 bid packages in 16 provinces and cities, with a total value of over VND 23 trillion.
“In particular, in 2022 and 2023, the company developed very rapidly, winning bid packages with a total value of VND 18 trillion, including packages from the socio-economic recovery and development program after COVID-19,” Mr. Xo informed.
The Ministry of Public Security spokesman also said that to date, defendants such as Nguyen Duy Hung, Pham Thai Ha, Duong Van Thai, and several others have confessed with sincerity and in great detail, clarifying the nature of the case, and some have proactively addressed the consequences of their actions.
“Through this case, the investigation agency of the Ministry of Public Security calls on those who have committed wrongdoings to truthfully report to their organizations or turn themselves in to receive leniency,” Mr. Xo said.
“When the head of the special working group reported to General Secretary Nguyen Phu Trong about several cases directed by the Central Steering Committee for Corruption Prevention and Control, the General Secretary praised the public security forces for their determination and decisiveness in the fight against corruption and negativity, and requested that the Ministry of Public Security continue to be even more determined and resolute in the spirit of the rule of law, with no restricted areas, no exceptions, and everyone being equal before the law,” Mr. Xo said.

Regarding the Phuc Son case, Lieutenant General To An Xo informed that the Ministry of Public Security’s Criminal Police Department has so far prosecuted and detained 23 defendants, 6 more than at the press conference last month. The case is still under investigation and expansion. |
