Hanoi Fast-Tracks 2024 Land Law Reforms with Trailblazing Policies

Vietnam’s Deputy Prime Minister, Tran Hong Ha, led a government meeting on May 9, 2024, with industry and local authority leaders to discuss the early implementation of the 2024 Land Law and a series of pilot resolutions. This proactive approach aims to address pressing issues faced by communities and businesses, while also streamlining land-use regulations and boosting economic activity.

Early Implementation and Decentralization:

The Vietnamese government is committed to enacting the 2024 Land Law by July 1, 2024, a full six months ahead of schedule. At the same time, draft resolutions are being prepared to empower Provincial People’s Committees to take charge of provincial planning implementation, marking a significant shift in authority from the central government to local committees.

Tran Quoc Phuong, Deputy Minister of Planning and Investment, assured that the necessary paperwork is being fast-tracked to meet this ambitious timeline.

Innovative Solutions for Land Use Challenges:

The government is exploring creative solutions to longstanding land-use issues. A proposed pilot resolution aims to facilitate the development of commercial housing projects on land not initially intended for residential use, unlocking the potential of land currently used for production, business, commerce, or services.

Le Minh Ngan, Deputy Minister of Natural Resources and Environment, suggested prioritizing this pilot in urban areas with approved development plans, ensuring a strategic approach to housing development.

Clearing the Way for Investment:

Deputy Prime Minister Ha emphasized the importance of efficient site clearance procedures for investment projects. He encouraged local authorities to identify specific Group B and C projects that would benefit from separate site clearance processes and secure funding for their timely implementation.

The 2024 Land Law and the accompanying pilot resolutions demonstrate Vietnam’s dedication to modernizing its land-use framework. By expediting implementation and embracing innovation, the government aims to create a more efficient, transparent, and equitable land market. These efforts will fuel sustainable economic growth and ultimately improve the lives of Vietnam’s citizens.
