Today (May 25), the Nghe An Public Security, the Investigative Police Agency of the Provincial Public Security, decided to prosecute the case and the accused, and ordered the arrest and detention of five subjects related to irregularities in the process of land retrieval and resettlement land arrangement in Cua Lo town.
The accused include: Doan Tien Dung (DOB 1964), Chairman of the People’s Committee of Cua Lo town; Phan Cong Doi (DOB 1977), Vice Head of the Town Party Committee Office, former Head of the Natural Resources and Environment Office; Nguyen Chi Nguyen (DOB 1971), Head of the Justice Office, former Head of the Finance Office; Nguyen Thanh Tung (DOB 1962), former Director of the Land Development Fund of Cua Lo town, and Hoang Khac Truong (DOB 1972, residing in Nghi Thu ward, Cua Lo town).

Previously, the Police Department for Investigation of Corruption, Economic, Smuggling, and Environmental Crimes under the Nghe An Provincial Public Security investigated and verified irregularities in the process of land retrieval and resettlement land arrangement in Cua Lo town.

During the investigation, the competent authorities determined that: From January 2020 to June 2022, the People’s Committee of Cua Lo town received and processed 53 citizen files requesting land retrieval and resettlement arrangement to implement projects in the town. They proceeded to retrieve 53 land lots (total area of 17,306.83 square meters) and arranged resettlement for 85 land lots (total area of 22,282.6 square meters) for these households.

In the process, the involved individuals carried out land retrieval procedures without sufficient legal grounds as prescribed by the Land Law; failed to comply with the proper sequence and procedures in compensation work; arranged resettlement land for ineligible individuals and exceeded the permitted limit; and determined the price of resettlement land lower than the prescribed rate, among other irregularities.
Yesterday, Doan Tien Dung, Chairman of the People’s Committee of Cua Lo town, was arrested and charged with bribery. The Nghe An Provincial Public Security has not yet provided information on the charges against the remaining individuals.
The case is currently under further investigation by the Nghe An Provincial Public Security.
