The Mastermind Behind the 200-Hectare Yen Quang Industrial Park in Hoa Binh

On June 20th, the People's Committee of Hoa Binh province approved the construction planning project for Yen Quang Industrial Park, spanning over 200 hectares, at a scale of 1/2000.

The Yen Quang Industrial Park is located in Quang Tien commune, Hoa Binh city, approximately 19km southwest of the city center and 43km east of Hanoi’s center.

Covering an area of over 200 hectares, the park’s master plan includes an industrial zone of more than 180.6 hectares and an existing residential area of nearly 19.5 hectares. Of the total land fund, almost 60% is allocated for factory and warehouse construction, amounting to nearly 109.2 hectares. Meanwhile, land designated for the central area, administrative offices, fire prevention and control, and commercial, service, and public facilities accounts for nearly 3% (4.95 hectares). Security areas occupy 1% (2 hectares) of the land, while technical infrastructure takes up over 1% (more than 2.4 hectares). The remaining land, amounting to nearly 22%, is dedicated to green spaces, water bodies, and similar purposes, totaling over 39 hectares.

In the existing residential area (nearly 19.5 hectares), rural residential land accounts for 90% (around 17.5 hectares), while educational land makes up the remaining 10% (over 2 hectares). Priority investment projects within the park focus on administrative and service buildings, warehouses, and production facilities. Technical infrastructure encompasses transportation systems, water supply and drainage, power supply, telecommunication networks, and wastewater treatment facilities.

As a key project for Hoa Binh province, the Yen Quang Industrial Park is envisioned as a multi-sector park, prioritizing projects with advanced and environmentally friendly technologies. Target industries include processing, manufacturing, and electronics. Labor-intensive projects such as garment and footwear manufacturing, mineral processing, construction material production, wood processing, and auxiliary industries are also encouraged.

Yen Quang Industrial Park Master Plan

Approved for detailed construction planning at a 1/500 scale in June 2011, the park had Vietnam Urban and Industrial Zone Infrastructure Investment and Development Joint Stock Company as its investor, with a total investment of over VND 1,178 billion. At that time, it was expected that by the second quarter of 2013, the investor would complete land compensation and ground clearance, construct technical infrastructure, and attract investors to the industrial park.

In February 2018, the People’s Committee of Hoa Binh province adjusted the planning at a 1/500 scale for the Yen Quang Industrial Park, increasing the total investment to VND 1,610 billion. At this time, An Viet Hoa Binh Joint Stock Company was the investor in charge of constructing and trading the project’s infrastructure. By the end of 2023, the Yen Quang Industrial Park had completed land clearance for 72 hectares.

According to the investor, the project has faced challenges due to overlapping boundaries between the approved planning of the Yen Quang Industrial Park and the Lang – Hoa Lac Expressway Phase 2, causing difficulties in planning. The land verification, measurement, and resolution of queries and complaints related to land during the ground clearance process have also been slow and challenging due to specific factors such as land characteristics, customs, and land use status.

As per the approved planning for the period 2021 – 2030, with a vision towards 2050, on December 20, 2023, the Prime Minister decided to plan 16 industrial parks in Hoa Binh province, with a total area of nearly 3,471 hectares. This includes 8 industrial parks planned in the previous period and 8 newly added industrial parks.

Who is the investor of the Yen Quang Industrial Park?

An Viet Hoa Binh Joint Stock Company, established in 2014, is a member of PPC An Thinh Vietnam Infrastructure Investment and Development Joint Stock Company (PPCAT). Mr. Nguyen Kháng Chiến, Chairman of the Board of Directors of PPCAT, also serves as Chairman of the Board of Directors in several other companies, including PPC An Thinh Da Nang Joint Stock Company and Quoc Te Nam Hoi An Joint Stock Company.

Additionally, Mr. Chien is the Chairman of the Board of Directors of Central Power Real Estate Joint Stock Company (HOSE: LEC). Three legal entities, where Mr. Chien is the General Director—Lemony Hanoi Co., Ltd., Doan Linh Gia Investment and Development Co., Ltd., and Viet Trung Investment, Development and Construction One Member Co., Ltd.—are major shareholders of LEC, holding 60.18% of its chartered capital.

Ms. Nguyen Thi Minh Phuong, Mr. Chien’s sister, serves as a Member of the Board of Directors of LEC, a Member of the Board of Directors and General Director of PPCAT, and a Member of the Board of Directors in several companies, including An Viet Hoa Binh Joint Stock Company (investor of Yen Quang Industrial Park), PPC An Thinh Da Nang Joint Stock Company, An Thinh Hoa Binh Real Estate Joint Stock Company, and Golf An Viet Hoa Binh Joint Stock Company, among others.

According to its introduction, PPCAT was formerly known as An Thinh Investment and Construction Limited Company, established in 1996, operating in the field of investment, construction, and real estate business.

In the field of industrial parks, PPCAT has developed many projects, including Binh Xuyen Industrial Park (Vinh Phuc), Luong Son and Yen Quang Industrial Parks (Hoa Binh), Nhan Hoa – Bac Ninh Industrial Park, Dong Que Son Industrial Park (Quang Nam), and An Viet Industrial Park (Que Vo 6)…
