Regarding the legal procedural issues of 64 real estate projects in Ho Chi Minh City, the People’s Committee of the city has recently reported to the Ministry of Construction on the progress of resolving these matters.

Specifically, since the end of 2023, the Ho Chi Minh City People’s Committee has held numerous meetings with the Prime Minister’s task force to review, guide, and address difficulties and obstacles related to the legal procedures of the 64 real estate projects referred by the aforementioned agency.

According to the operating regulations, the Ho Chi Minh City task force on resolving difficulties and obstacles for investment projects in the city (Ho Chi Minh City Task Force) assigns the Department of Planning and Investment (DPI) the primary task of periodically consolidating and proposing handling directions for issues within the competence of the Chairman of the Ho Chi Minh City People’s Committee.

In addition to this main task, the People’s Committee agreed to continue assigning the DPI to take the lead in consolidating and proposing solutions for the 64 real estate projects referred by the Prime Minister’s task force.

According to Mr. Bui Xuan Cuong, Vice Chairman of the Ho Chi Minh City People’s Committee, the Ho Chi Minh City Task Force has been reviewing investment projects that have been slow to implement due to legal compliance issues and providing directions to address them, thus preventing land resource wastage.

Additionally, the task force regularly reviews and addresses inconsistencies, overlaps, and contradictions in relevant legal provisions to facilitate the implementation of these projects.

Since its establishment in May 2023, the Ho Chi Minh City Task Force has held nine meetings and issued 15 notices, considering solutions for 30 real estate projects. Specifically, in the second quarter of 2024, the task force convened one meeting.

Out of the 30 real estate projects, five have been completely resolved, and 25 are currently being handled by the departments and branches within the scope of their authority.

The five unblocked projects include: The Metropole Thu Thiem project by Quoc Loc Phat Joint Stock Company; the social housing project by VTHouse Joint Stock Company and Tam Giao Joint Stock Company; the project by Suntory Pepsico Vietnam Beverage Company Limited; the Metro Star commercial and residential project in Thu Duc City by Metro Star Investment Joint Stock Company; and Celadon City by Gamuda Land Joint Stock Company.
