On July 30, 2024, the Vietnam Securities Depository and Clearing Corporation (VSDC) held a ceremony to announce the appointment of a new member to its Board of Members and the position of General Director. The event was chaired by Mr. Nguyen Duc Chi, Deputy Secretary of the Party Committee and Vice Minister of Finance.
The ceremony was attended by Ms. Vu Thi Chan Phuong, Secretary of the Party Committee and Chairwoman of the State Securities Commission (SSC); Mr. Nguyen Son, Secretary of the Party Committee and Chairman of the VSDC’s Board of Members; representatives from various departments of the Ministry of Finance and the SSC; and key officials of the VSDC.
During the ceremony, Mr. Nguyen Xuan Truong, Deputy Director of the Organization and Personnel Department of the Ministry of Finance, announced Decision No. 1769/QD-BTC dated July 26, 2024, by the Minister of Finance on the transfer and appointment of Ms. Ta Thanh Binh as a Member of the Board of Members and General Director of the Vietnam Securities Depository and Clearing Corporation.
In her acceptance speech, Ms. Ta Thanh Binh expressed her sincere gratitude to the Party Committee, the leadership of the Ministry of Finance and the SSC, and the VSDC’s management for their trust and confidence in her. She also extended her heartfelt thanks to her colleagues from various units under the SSC, especially the Market Development Department, with whom she had worked side by side for over 20 years.
Assuming the role of Member of the Board of Members and General Director of the VSDC, Ms. Ta Thanh Binh emphasized that this was not only a great honor but also a tremendous responsibility and challenge. She pledged to continue learning and improving her political qualities, professional capabilities, and management skills to fulfill her duties successfully. She hoped that in this new phase, she, along with the VSDC, would maintain the unity within the organization, coordinate effectively with external units, and collaborate with the Ministry of Finance and the SSC to excel in their assigned tasks, building upon the notable achievements of the VSDC in recent years. She also looked forward to the continued support and guidance from the leadership of the Ministry of Finance and the SSC, as well as the trust and backing of all VSDC staff, to enable her to successfully carry out her new responsibilities.
Ms. Ta Thanh Binh, born in 1975, holds a Doctorate in Economic Law from Hanoi Law University. She began her career at the Market Development Department of the State Securities Commission in 1998 and successively held the positions of Legal Expert and Deputy Director (since 2006). In 2016, she was appointed as the Director of the Market Development Department of the State Securities Commission.
With this appointment, the VSDC’s Board of Members now comprises Mr. Nguyen Son as Chairman, Ms. Ta Thanh Binh as a Member, and Ms. Nguyen Phuong Loan as a Member.

Earlier in 2024, the Ministry of Finance had issued a decision accepting the resignations of Mr. Duong Van Thanh, Member of the Board of Members and General Director of the VSDC, and Mr. Pham Trung Minh, Member of the Board of Members of the VSDC, effective February 20, 2024, due to personal reasons.
