Unleashing Bac Ninh’s Potential: Navigating Obstacles in Transportation Public-Private Partnerships

The People's Committee of Bac Ninh province has instructed its departments and sectors to strictly adhere to the conclusions outlined in the Official Dispatch No. 121, dated October 31, 2023, regarding addressing challenges and obstacles faced by Build-Transfer (BT) projects and corresponding investment ventures. The committee has also urged investors to conduct a comprehensive review and provide detailed reports on any difficulties or impediments they encounter. These reports will be used by the provincial authorities to assign specialized agencies to resolve these issues and ensure the timely progress of the projects.

The Bac Ninh People’s Committee held a conference to evaluate the progress of BT projects in the field of transport infrastructure in the province, which are under the authority of the People’s Committees of Tien Du district, Bac Ninh city, Tu Son town, and Thuan Thanh town.

For Tien Du district, the projects include the construction of a secondary school and roads in Lac Ve commune. The district People’s Committee proposed to halt the unimplemented sections, stop the school construction, and finalize the payment for the completed works. They also requested permission to use the counter-guarantee land at the planned location.

Vice Chairman of the Provincial People’s Committee, Ngo Tan Phuong, agreed with the district’s proposal and assigned Tien Du district to coordinate with the investor to halt the project and select the location for the counter-guarantee land. He also instructed them to adjust the investment policy and complete other necessary procedures by August 2024.

Regarding the BT projects in Thuan Thanh town, the construction of roads T6, T7, and T8 in the town center has been completed, handed over, and put into use. The investor has submitted the completed project capital settlement dossier and is expediting the completion of other procedures for approval by the competent authorities, as per regulations.

Mr. Ngo Tan Phuong, Vice Chairman of Bac Ninh Provincial People’s Committee, chaired the conference to address obstacles in BT projects in the transport sector in the province.

For the counter-project, the town plans to assign the investor to implement a residential area in the southern part of Ho town and another residential area in Ho town and Song Ho commune, covering an area of 4.39 hectares. Vice Chairman Ngo Tan Phuong requested the People’s Committee of Thuan Thanh town to finalize the payment and carry out the remaining tasks by August 2024.

In Tu Son town, the project to renovate and upgrade Ly Thai To road (from TL 295B to the new QL1A) in the town center and several other works in the town is completed and in use. The capital settlement dossier for the completed project is being prepared.

Currently, the BT projects are facing obstacles in negotiating and signing appendices to the contract regarding the budget contribution to the state budget and the interest cut-off when the construction period ends. There are also delays in completing the dossiers and submitting them to the competent authorities for approval of the capital settlement for the completed BT project. The Bac Ninh People’s Committee has set a deadline to resolve these issues by the third quarter of 2024. For the counter-project, it has been decided to terminate the implementation of the residential area project in Dong Ky ward.

As for Bac Ninh city, there are four ongoing BT projects: the completion of the intersection between National Highway 1A and National Highway 38, the road to the center of Van Duong ward, the extension of Binh Than road from Le Lai to Ly Quoc Su street in the Kha Le area, and the technical infrastructure system of the H2 route. These BT projects have been substantially completed, put into use, and settled.

Bac Ninh addresses obstacles in transport BT projects

Specifically, for the H2 route project, the road surface is being paved, and the city is urging the completion of land clearance by October. The project is expected to be finished by 2026. For the counter-projects, the investor is coordinating to select the location and develop a compensation and site clearance plan.

Vice Chairman Ngo Tan Phuong requested the coordination of relevant departments to promptly resolve issues related to land-use purpose conversion for the counter-projects and approve investment policies. He assigned the Department of Planning and Investment to provide advice on these matters.

He also urged the People’s Committee of Bac Ninh city and the investor to re-evaluate the location and value to proceed with the next steps, especially land clearance, with a determination to complete this task by August 2024.

At the same time, he demanded that departments and branches strictly implement the conclusions of the Provincial People’s Committee’s Notification No. 121 dated October 31, 2023, on removing difficulties and obstacles for BT projects and counter-projects.

The investor was instructed to review and report any specific difficulties and obstacles so that the Provincial People’s Committee could assign specialized agencies to resolve them, thus ensuring the overall progress of the projects.
