Opening the press conference, the new General Secretary of the Central Committee of the Communist Party of Vietnam and State President To Lam expressed: Comrade General Secretary Nguyen Phu Trong – an exceptionally excellent leader, a loyal communist party member, and a highly respected figure of the Party, State, and people – embodied the full qualities, talents, capabilities, and intelligence of the Vietnamese leadership in the renewal era. His passing is an irreparable and immense loss for our Party, nation, and people. At this moment, the entire Party, people, and army, as well as our international friends, are still deeply moved and filled with boundless sorrow for our extraordinary leader.
However, faced with the urgent requirements and tasks of the Party and the State in building and developing the country and caring for the people’s lives, the Politburo and the Central Committee have decided on a policy to complete the leadership positions of the Party and the State, first and foremost, the position of the General Secretary of the Central Committee.
This is an urgent requirement of the Party and the country at present to ensure leadership and successful implementation of the goals of the 13th Congress of the Party. It also aims to prepare for party congresses at all levels leading up to the 14th Congress of the Party, laying a solid foundation for achieving the strategic goals of celebrating 100 years of the Party’s foundation and 100 years of the establishment of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam. Additionally, it aims to define a future vision to elevate Vietnam alongside powerful nations in the five continents, contributing to peace and development worldwide.
According to General Secretary and State President To Lam, the election of the General Secretary mid-term was carried out in accordance with the Party Charter, the orientation of the Central Committee’s personnel work, and the Party’s regulations on personnel work. This is not a new issue, as in the history of our Party, we have also elected General Secretaries mid-term for Comrade Truong Chinh and Comrade Le Kha Phieu.
The process of preparing and introducing the personnel for the General Secretary position was conducted rigorously and in accordance with the Party’s principles, fully meeting the standards, positions, and procedures as stipulated by the Party.
To ensure stability, continuity, and development of the experiences and achievements of Comrade General Secretary Nguyen Phu Trong, previous leaders, and the previous Central Committees, with the highest sense of responsibility for the common cause of the Party and the country, the Politburo and the Central Committee discussed democratically, carefully considered various aspects, and demonstrated great unity in introducing and electing the General Secretary of the 13th Central Committee.
“Being trusted by the Politburo for introduction and elected by the Central Committee to take on the responsibility of the General Secretary, I deeply understand that this is a great honor and also a glorious responsibility before the Party, State, and people; before the thousand-year-old tradition and heroic history of the nation; before the previous generations of leaders; and before the task of successfully implementing the renewal and socialist construction in our country,” expressed General Secretary and State President To Lam.
In his position as General Secretary and State President, To Lam affirmed that, together with the collective of the Party Central Committee, the Politburo, and the Secretariat, he would inherit and strongly promote the Party’s glorious traditions and precious experiences. He would also promote, to the highest level, the spirit of “self-reliance, self-confidence, self-strengthening, self-pride, and national pride”; strengthen unity within the Party and great national unity; align thoughts and actions, the Party’s will and the people’s aspirations; and strive to successfully implement the Party’s policies, first and foremost, the Resolution of the 13th National Congress. He vowed to dedicate himself wholeheartedly and exhaust all efforts for the glorious cause of the Communist Party of Vietnam and for a rich, strong, democratic, equitable, and civilized Socialist Republic of Vietnam, where the people enjoy a warm and happy life.
He emphasized the importance of steadfastness and creative application and development of Marxism-Leninism and Ho Chi Minh Thought, the goals of national independence and socialism, and the Party’s renewal policy. He also stressed the need to ensure the highest national and international interests, wholeheartedly and tirelessly serve the nation and the people, and find happiness in the people’s happiness. He vowed to take good care of the people and place economic development at the center, considering Party building as a key task, cultural development as a spiritual foundation, and national defense and security as a critical and permanent task. He would also combine national strength with the strength of the era, maximizing internal resources and taking advantage of external forces, with internal resources and human resources being the most important.
He continued to lead the entire Party, people, and army to resolutely and effectively implement the major orientations and strategic breakthroughs outlined by the 13th Congress of the Party, focusing on six key areas:
(1) Maintaining independence and self-reliance, strengthening national defense and security capabilities, and resolutely and persistently protecting the independence, sovereignty, unity, and territorial integrity of our beloved country, including its seas, islands, and airspace. Persist in an independent, self-reliant foreign policy, diversify and multilateralize international relations, and continuously enhance Vietnam’s contributions to peace and development in the region and the world.
(2) Promoting the great national unity in the cause of building and defending the Fatherland. Uphold the stance and viewpoint of “the people are the root,” considering the people as the subject and center of the renewal process, ensuring that everyone benefits from the achievements of renewal and development and lives happily in a secure and safe environment, leaving no one behind.
< سلطن >(3) Focusing on building a truly clean and strong Party, resolutely and persistently fighting against corruption and negative phenomena, and building a contingent of officials and party members who meet the criteria of “pure” and “strong,” have sufficient virtues, abilities, prestige, and qualifications, and wholeheartedly serve the nation and the people.
(4) Continuing to promote socio-economic development and consolidate national potential; strongly promoting investment and business production; and mobilizing maximum social resources for the country’s sustainable development, environmental protection, and adaptation to climate change.
(5) Inspiring the spirit, will, and determination and promoting the highest values of Vietnamese culture and the Vietnamese people in building a strong, democratic, equitable, and civilized Vietnam.
(6) Prioritizing effective and high-quality direction in the preparation of documents and the organization of party congresses at all levels, leading up to the successful holding of the 14th Congress of the Party.
Alongside the great achievements and results that our country has attained today, General Secretary and State President To Lam also acknowledged that we are facing significant challenges and difficulties, and the world situation is extremely complex. The 14th Congress of the Party is fast approaching, and there are numerous tasks to be implemented.
“Today, I am entrusted by the Central Committee with a great responsibility, and I hope to continue receiving the valuable support of revolutionary elders, leaders and former leaders of the Party, State, Fatherland Front, and mass organizations, as well as agencies, sectors, localities, communities, soldiers, overseas Vietnamese, and international friends, to help me fulfill the assigned tasks. Finally, once again, I would like to express my sincere and profound gratitude for the trust placed in me by the Party, State, and people in bestowing this important responsibility,” expressed General Secretary and State President To Lam.
