On August 5, during the regular Government press conference, a reporter asked about the progress of investigations into several cases involving Thai Duong Group Joint Stock Company and Vietnam Rubber Industry Group, as well as Quoc Cuong Gia Lai Joint Stock Company and Ms. Nguyen Thi Nhu Loan.

Responding to the question, Brigadier General Hoang Anh Tuyen, Deputy Chief of the Office of the Ministry of Public Security and Spokesperson of the Ministry of Public Security, provided the following information: Regarding the case that occurred at Vietnam Rubber Industry Group, Dong Nai Rubber Company, Ba Ria Rubber Company, the Ministry of Natural Resources and Environment, and related units; so far, the Ministry of Public Security’s Investigation Agency has prosecuted 17 defendants for the following crimes: Violation of regulations on the management and use of state assets, causing waste and loss; Taking bribes; and Abuse of position and power while performing official duties.

On July 18, the Investigation Agency of the Ministry of Public Security prosecuted and arrested Nguyen Thi Nhu Loan, CEO of Quoc Cuong Gia Lai Joint Stock Company, for “Violation of regulations on the management and use of state assets, causing waste and loss.”

There are signs that Ms. Loan colluded with Le Y Linh, Chairman of the Board of Retro Harvest Finance Company Limited; Dang Phuoc Dua, former Chairman of Viet Tin Commercial Investment Joint Stock Company; and individuals from Vietnam Rubber Industry Group, Dong Nai Rubber Company, and Ba Ria Rubber Company. These individuals signed agreements and cooperation deals, as well as transferred capital contributions to acquire 100% of the capital contribution for the land plot from Vietnam Rubber Group without going through an auction, contrary to legal regulations. They then sold it to Thinh Vuong Real Estate Joint Stock Company, causing hundreds of billions of VND in damage to the State.

Currently, the Investigation Agency of the Ministry of Public Security is consolidating documents and evidence regarding the prosecuted defendants’ offenses. At the same time, the agency is continuing to expand the investigation, applying legal measures to thoroughly recover the State’s assets.

Former Deputy Minister of TN&MT signed mining permit in violation of regulations

Regarding the case that occurred at Thai Duong Group Joint Stock Company and related units, the Investigation Agency of the Ministry of Public Security has prosecuted 26 defendants so far. They have completed the investigation and concluded the investigation for one defendant, and are currently investigating the remaining 25 defendants for the following crimes: Violation of regulations on research, exploration, and exploitation of resources; Violation of accounting regulations with particularly serious consequences; Smuggling; Consumption of property by persons committing a crime; and Violation of regulations on the management and use of state assets, causing waste and loss.

Regarding the wrongdoing of Mr. Nguyen Linh Ngoc, former Deputy Minister of Natural Resources and Environment (prosecuted on July 22, 2024, for the crime of “Violation of regulations on the management and use of state assets, causing waste and loss”), the Spokesperson of the Ministry of Public Security said: Mr. Nguyen Linh Ngoc, despite knowing that Thai Duong Group Joint Stock Company did not meet the conditions for licensing, still assessed that they met the requirements and proposed and signed the issuance of a mineral exploitation license, handing over the rare earth resource to Thai Duong Group Joint Stock Company for exploitation. This led to the company’s illegal exploitation and caused a loss of state minerals valued at over VND 600 billion.

The Investigation Agency of the Ministry of Public Security is continuing to expand the investigation, clarify the crimes of related individuals in the case, and apply legal measures to recover the state’s assets.
