The Market Management Department (under the Ministry of Industry and Trade) reported on August 8 that, during the first seven months of 2024, the Department conducted 1,355 inspections, detecting and handling violations in 243 cases.

The amount of money collected for the state budget during these seven months exceeded 8.3 billion VND.

The Market Management Force inspected and penalized several key traders, including Thien Minh Duc Group Joint Stock Company, Appollo Oil Joint Stock Company, and Trung Linh Phat Limited Liability Company.

These three enterprises violated the law regarding business conditions for traders of gasoline and oil.

The main violations included failure to register the distribution system with the competent state management agency as prescribed; employing managers or staff directly engaged in gasoline and oil retail business without providing training in fire prevention, firefighting, and environmental protection as prescribed; and buying or selling gasoline and oil with entities outside the prescribed distribution system.

Other violations included trading gasoline and oil that did not meet the corresponding technical regulations; selling gasoline and oil that did not meet the prescribed technical regulations; and trading gasoline and oil without a business license as prescribed (for cases without a Certificate of Eligibility for Retail Agency of Gasoline and Oil with two or more retail outlets).

Up to now, the Market Management Department has stated that the business of gasoline and oil across the country has basically returned to normal, meeting the needs of consumers; violations in the business of gasoline and oil have decreased compared to before.

This positive change is attributed to the Market Management Force’s vigorous and simultaneous implementation of inspections, supervision, and strict handling of violations, along with the current level of administrative fines in the field of gasoline and oil, which are high enough to be deterrent and thus effective in reducing violations in the gasoline and oil sector.

Previously, Ms. Nguyen Thuy Hien, Deputy Director of the Domestic Market Department, said that in the first half of this year, in implementing the state management regulations in the field of gasoline and oil business, the Ministry of Industry and Trade issued a Decision to inspect the maintenance of business conditions of 6 traders of gasoline and oil and 8 distributors, which is currently in the process of implementation.

At the same time, through a review of reports on the maintenance of business conditions, the Ministry directed the Market Management Department to inspect four key traders and 20 distributors with signs of violations for handling in accordance with regulations. This inspection does not relate to or affect the total source of gasoline and oil in the country.
