In early investigations, it was found that Nguyen Minh An (born 1996), residing in Hoang Van Thu Ward, Lang Son City, had befriended and worked with an individual named B, a local, in the business of topping up money for online games.

From January 2024 onwards, An frequently gambled online, engaging in various forms of betting such as casino games, Tai Xiu, dice shaking, and horse racing. In May and June 2024, An scammed victims into investing nearly VND 300 million in cryptocurrency trading to fund his personal expenses and gambling habits. He subsequently lost this money through online gambling and became unable to repay his debts.
The Cyber Security and High-Tech Crime Prevention Division of the Lang Son Provincial Public Security received a report and launched an investigation, leading to the arrest and detention of Nguyen Minh An for gambling offenses. The authorities are also investigating the accused for the additional offense of appropriating the victims’ money.
