The Prime Minister emphasized that Ho Chi Minh City is the country’s economic locomotive and a major center in many fields. Therefore, the Politburo, National Assembly, Government, and Prime Minister are always committed to unleashing all resources for the city’s development.
He instructed the ministries and Ho Chi Minh City to maximize their authority and closely coordinate on matters beyond their jurisdiction, with a well-planned implementation roadmap. “We must act appropriately towards this leading center,” the Prime Minister emphasized.
The Prime Minister suggested that Ho Chi Minh City should focus on further harnessing its potential and advantages. Prioritize developing transportation, healthcare, and education infrastructure. Aim for higher disbursement in the coming periods. Additionally, the city should strive to remove obstacles for businesses, especially in the real estate sector, to ensure smooth production and business operations.
Regarding institutional obstacles, the Prime Minister acknowledged that this is a common challenge nationwide. He encouraged Ho Chi Minh City to actively contribute to the government’s efforts to improve the situation based on its dynamic reality. Specifically, regarding the Public Investment Law, the Prime Minister mentioned that there are currently 52 tasks that need addressing, as identified by the Ministry of Planning and Investment. The government is working on amendments to present to the National Assembly during its year-end session.
Sharing his insights, the Prime Minister emphasized that once a goal is set, there should be no retreat, only forward progress. He also stressed the importance of disciplining and streamlining administration, avoiding buck-passing, and fostering a daring and proactive spirit.
Ho Chi Minh City needs to embrace the “6 Pioneers”:
– Pioneer in innovative thinking, holistic, comprehensive, inclusive, and sustainable development, always putting people and businesses at the center.
– Pioneer in digital transformation, smart city development, green transition, circular economy, sharing economy, and night-time economy.
– Pioneer in the development and application of science, technology, and innovation, fostering a culture of entrepreneurship.
– Pioneer in developing high value-added services.
– Pioneer in cultivating a high-quality workforce and leading experts in key areas.
– Pioneer in implementing social policies, social welfare, and social progress. Ensure that no one is left behind and that social progress is not sacrificed for the sake of pure economic growth.
The Prime Minister directed Ho Chi Minh City to concretize the resolutions of the Central Committee and the National Assembly on the development of the Southeast region and the city itself. He set the goal of successfully achieving the targets and tasks for 2024, striving for an economic growth rate of 7.5-8% for the year.
Additionally, a specialized team should be established to immediately address any issues and obstacles that arise. Ho Chi Minh City must strongly assert its role as the country’s economic leader. This involves simultaneously implementing solutions to stimulate the economy, boost investment and consumption, control prices, and combat smuggling and commercial fraud.
Furthermore, the city should improve the efficiency of management, utilization, and disbursement of public investment capital, focusing on large and key projects. Timely address difficulties and create the most favorable conditions for people and businesses in production and business activities. Vigorously improve the investment and business environment and promote entrepreneurship and innovation.
Streamline administrative procedures and increase decentralization in handling tasks. Enhance the Provincial Governance and Public Administration Performance Index (PAPI). Accelerate national digital transformation, smart city development, the implementation of Proposal 06, and the provision of online public services through the National Public Service Portal.
The Prime Minister also emphasized the importance of balancing socio-economic development with the preservation and promotion of traditional cultural values and environmental protection. He instructed the city to address social issues effectively and implement social welfare policies, ensuring employment. Continue to improve the quality of education and training and strive to establish leading education and training centers in the country, the region, and internationally.
Finally, the Prime Minister stressed the need to build a streamlined and efficient apparatus, with a capable and qualified team of officials, especially those in leadership positions. He reiterated that Ho Chi Minh City must play its crucial role as the “nucleus and growth driver of the region,” a “civilized, modern, dynamic, and innovative city,” and the “economic, financial, commercial, scientific, and technological center of the country.”
