At the meeting, it was revealed that the Special Economic Zone will be located west of Hai Duong province, south of the Hanoi – Hai Phong expressway, spanning approximately 5,300 hectares across Binh Giang and Thanh Mien districts. The Special Economic Zone in Hai Duong province will consist of seven functional subdivisions.
This includes the formation of 13 industrial parks and three industrial clusters, covering more than 3,150 hectares in total. A 75-hectare trade, services, and logistics area will be established near the Hanoi-Hai Phong expressway. The Innovation Center, spanning about 60 hectares, will serve as the nucleus for the province’s high-tech industrial development. The Public Infrastructure Development Area, with an area of 60 hectares, will house educational, medical, and park facilities.
The urban and residential area, spanning approximately 530 hectares, will be planned in conjunction with the industrial parks, with a focus on developing a green and smart city. The existing residential area, covering 1,574 hectares, will be integrated into the overall planning to ensure synchronization with the region’s technical infrastructure. The agricultural development area will prioritize high-tech and organic agriculture.

To ensure the feasibility, scientific basis, and effectiveness of the project to establish the Special Economic Zone in Hai Duong province, the Provincial People’s Committee has requested that departments, sectors, and localities study, evaluate, and analyze relevant issues according to their functions and tasks. The provided input must be based on realistic assessments of the development situation.
Additionally, agencies and units are responsible for providing information about their respective fields and localities to the Department of Planning and Investment and the consulting unit to finalize the project for the establishment of the Special Economic Zone. Particular attention should be given to issues related to industrial infrastructure, transportation, agricultural development, social infrastructure, housing, and land. It is also essential to identify potential investors to attract investment to the Special Economic Zone.
Regarding the planning and construction of the Special Economic Zone, the Vice Chairman of the Provincial People’s Committee has assigned the Department of Construction to advise on the planning tasks. These tasks will form the basis for the development of the planning scheme.
The Department of Planning and Investment and the consulting unit have analyzed the comparative advantages in terms of geographical location, connectivity infrastructure, human resources, and policies. They have also identified limitations regarding local experience, capacity, and investment attraction as a foundation for developing the project to establish the Special Economic Zone in Hai Duong province. The project assesses the ability to meet the conditions for the establishment and development direction of the Special Economic Zone and proposes solutions for its construction and development, along with implementation measures.
