Colonel Long shared that, in alignment with the Government’s Proposal 06, Ho Chi Minh City’s Public Security agency is collaborating with relevant units to regularly communicate and encourage citizens to utilize the National Public Service Portal and the VNeID application for administrative procedures. This initiative empowers individuals to take charge, save time, and experience smoother and faster transactions.
As per regulations, for instances where citizens are unable to complete administrative procedures online, the police will still accept direct applications. When applying for an ID card, individuals should visit the police unit (either the Municipal or District-level Police Division of Administrative Management of Social Order and Safety) and provide their given name, middle name, surname, personal identification number, and residence information. This enables officials to verify their details against the National Database on Population.
If an individual’s information remains unchanged, the police will utilize their existing data from the database. Notably, Colonel Long advised that citizens approaching ID card issuance points are not required to present notifications of personal identification or residence confirmation. The Ministry of Public Security has eliminated the procedure of issuing personal identification notifications.

In response to the recent surge in demand for legal records, Mrs. Hoang Thi Huong Lan, Head of the Legal Records Department at the Ministry of Justice, has revealed that her department has received nearly 7,600 applications in the past two weeks alone, averaging over 700 applications per day. This represents a significant increase of 71% compared to the period before the Lunar New Year. Prior to this, citizens were forced to wait in line for hours to obtain their legal records.
