Resolution 02/NQ-CP: Boosting business motivation for enterprises

According to the Chairman of VCCI, many business expectations have been concretized, such as addressing legal bottlenecks in project implementation and improving the quality of the reform agenda for investment sectors.

According to Mr. Pham Tan Cong, Chairman of the Vietnam Chamber of Commerce and Industry (VCCI), along with many achievements in socio-economic development, Vietnam has built a workforce of over 800,000 businesses, more than 5.1 million business households, and nearly 30,000 cooperatives.

Vietnam is also a destination for many foreign businesses and investors from over 140 countries and territories worldwide.

This shows that 2024 marks the beginning of a new era for Vietnam’s economic development and businesses.

In October 2023, the Politburo issued Resolution 41-NQ/TW on building and developing a new generation of entrepreneurs, creating a foundation for strong development of domestic businesses to compete on a global scale.

In January 2024, the Government issued Resolution 02/NQ-CP on solutions to improve the investment environment and enhance competitiveness, with specific targets such as striving for an increase of at least 10% in the number of businesses entering the market (establishing new businesses and resuming operations) compared to 2023.

The number of businesses exiting the market in 2024 is expected to increase by less than 10% compared to 2023, and significant improvements will be made in various innovation indices, as well as the operational capacity of service sectors such as exports, logistics, and tourism.

Specific tasks and solutions are assigned to each ministry, sector, and lead agency in relation to each group of indices and individual component indices, in addition to reforming administrative procedures and business regulations.

According to the Chairman of VCCI, many expected initiatives of businesses have been concretized, such as resolving legal obstacles in project implementation, improving the quality of the reform of the list of conditional investment and business sectors, enhancing the effectiveness of management, and strengthening sector-specific inspection reforms for goods, as well as implementing the National Single-Window Portal effectively.

In addition, it is important to enhance the application of information technology, interconnectivity, and data sharing between state agencies to improve the quality of administrative procedures and the effectiveness of administrative formalities; increase access to and absorption of capital for businesses, refine policies.

This aims to promote business investment, production, and business operations with a focus on innovation, digital transformation, green transformation, sustainable development, and improve the quality of business development services.

In practice, Mr. Nguyen Thanh Son, Director of Son Thanh Manufacturing and Trading Limited Company (Hung Yen), said that businesses’ most anticipated expectation is the expedited resolution of issues related to value-added tax refunds, timely resolution of value-added tax refunds for businesses, and credit concentration on certain priority areas to stimulate growth and boost business and production activities.

This year, businesses also expect the Ministry of Planning and Investment, Ministry of Finance, and local authorities to promote the efficiency of credit guarantee funds for small and medium-sized enterprises, and the Small and Medium Enterprise Development Fund to facilitate access to credit for businesses.

Similarly, Mr. Vo Thanh Trung, representative of Melody Retreat Resort Chain in Hoa Binh, expressed expectations for further promotion of support services for businesses, especially small and medium-sized enterprises; emphasis on advisory solutions and training according to the needs of businesses on aspects such as business restructuring, finance, human resources, markets, risk management, digital transformation, green transformation, participation in sustainable value chains, and administrative procedures.

In addition, upgrading business incubators, training and support centers, shared technical facilities, business support, consultancy, and legal support for enterprises are also important.

These will be important hubs to provide quality human resources, helping the domestic business community truly develop in terms of quality and quantity, as expected.

It is hoped that with the right policies and initiatives that the Government is vigorously implementing, the business environment will undergo positive changes in 2024 and create a strong driving force for the business spirit in society. /.
