Japanese Ambassador to Vietnam, Ito Naoki, recently met with the Minister of Labour, Invalids and Social Affairs, Dao Ngoc Dung.
VIETNAM LEADS IN LABOUR DISPATCH TO JAPAN AMONG 15 COUNTRIES
According to Ambassador Ito Naoki, Japanese businesses in Vietnam view the country as having great potential for economic development, especially in terms of developing a high-quality workforce.
Ambassador Ito Naoki stated that currently, there are about 570,000 Vietnamese living and working in Japan. Vietnam is also the top country among the 15 nations sending interns and workers to Japan.
Recently, the Japanese government adopted a new program to replace the old skill intern program. The new program will prioritize protecting the rights of foreigners working in Japan, giving them the opportunity to work longer in the country, and helping to alleviate the severe labor shortage due to the aging population there.
However, the new regime requires workers to have a certain level of Japanese language proficiency. Therefore, the ambassador hopes that Vietnam will continue to pay attention to human resource training before dispatching workers to Japan.
Along with that, he also hopes that the Ministry of Labour, Invalids, and Social Affairs will continue to pay attention and create favorable conditions to accelerate the progress of the project “Supporting job information connection for Vietnamese workers going to work abroad under contract”, which is being implemented by the Japan International Cooperation Agency (JICA) in Vietnam in coordination with the Overseas Labour Management Department (under the Ministry of Labour, Invalids, and Social Affairs).
In the field of specific skills, according to Ambassador Ito Naoki, the new Tokutei Gino 2 program has only 37 people, including 20 Vietnamese workers. Therefore, Japan hopes that the two countries will further promote cooperation to promote this program.
“At present, Japanese medical institutions are looking forward to receiving more nurses and caregivers from Vietnam under the VJEPA program – a program to send Vietnamese nurses and caregivers to work in Japan under the Vietnam-Japan Economic Partnership Agreement. But the number of candidates for this program has not met the demand, although Japan has relaxed some criteria such as reducing the Japanese language training period to 3 months,” shared the Japanese Ambassador.
Therefore, the ambassador hopes that Vietnam will pay attention to increasing the number of nurses sent to Japan. At the same time, he proposed that the two countries soon initiate the negotiation of the bilateral Social Security Agreement.
PROMOTING AND PROGRESSING TOWARDS THE SIGNING OF THE BILATERAL SOCIAL SECURITY AGREEMENT
According to Minister of Labour, Invalids and Social Affairs Dao Ngoc Dung, many programs and projects, such as the Skill Intern Program, the Specific Skill Labor Program, and the Program to Send Vietnamese Nurses and Caregivers to Work in Japan under the Vietnam-Japan Economic Partnership Agreement (VJEPA), have been implemented in coordination with Japan and have achieved positive results.
This is a very positive result, showing that the program of dispatching and receiving interns and workers from Vietnam to Japan has made remarkable progress in recent times.
For example, in 2016, about 200,000 Vietnamese people were living and working in Japan, but now that number has risen to 570,000. This shows that Japan is a country trusted by many Vietnamese workers, choosing to live, study, and work there.
Regarding the project “Supporting job information connection for Vietnamese workers going to work abroad under contract” implemented by the Overseas Labour Management Department in coordination with the Japan International Cooperation Agency (JICA), Minister Dao Ngoc Dung agreed with the Ambassador of Japan’s opinion on the need to accelerate the progress of the project to reach the finish line as soon as possible.
This will help provide full and accurate market information to workers, reducing intermediaries and costs for them.
He also mentioned that the two sides have coordinated well in organizing the specific skill assessment exam in the nursing and agriculture sectors in April, moving towards organizing the assessment exam in the accommodation and hospitality sectors.
Regarding human resource development, according to the Minister, Vietnam is in a golden population period. With a population of over 100 million, Vietnam has 56 million people of working age. This is a huge advantage.
Currently, many countries are “ordering” a large number of human resources from Vietnam. Therefore, in the coming time, Vietnam will continue to pay attention and promote cooperation with Japan in the field of labor to maintain the number of Vietnamese workers going to work in Japan equivalent to the figure in 2023.
Discussing the Social Security Agreement with Japan, Minister Dao Ngoc Dung hoped and requested that the two sides promote it faster, towards the signing and taking effect of the Agreement.
The Ministry leader emphasized that currently, the workforce of Vietnam and Japan is very large, and workers should not be required to pay social insurance twice, causing difficulties for the workers of the two countries. The interests of the workers and citizens of the two countries should be the foundation.
