The C4 subdivision spans approximately 1,500 hectares, encompassing two areas: Long Hung commune (1,175 hectares) and a southwestern portion of Tam Phuoc ward – Phuoc Hung island (325 hectares) in Dong Nai province. The planned population for this area is around 140,000 to 190,000 people.

According to the People’s Committee of Dong Nai province, the adjusted master plan for Bien Hoa city was approved in July 2014, while the detailed plan for the C4 sub-region received approval in September 2016.
However, at the time of these approvals, detailed plans at a scale of 1/500 for previously approved projects had not been fully incorporated, resulting in inconsistencies across different planning levels. Consequently, several urban projects within the C4 sub-region had to halt their construction and business operations.
To address these challenges, at the beginning of 2023, Deputy Prime Minister Tran Hong Ha instructed a joint task force from the Ministry of Construction and the Ministry of Natural Resources and Environment to resolve issues related to projects in Dong Nai province, including those in the C4 sub-region.
The People’s Committee of Dong Nai province also established three task forces to swiftly address difficulties faced by real estate businesses in the province, particularly those encountering planning issues in the C4 sub-region.
Following discussions with the task force from the Ministry of Construction, the authorities agreed to allow local agencies to make localized adjustments to the master plan of Bien Hoa city, ensuring alignment with the requirements for adjustments to the urban planning orientation.
Subsequently, the People’s Committee of Dong Nai province assigned the Department of Construction to collaborate with the People’s Committee of Bien Hoa city in finalizing the localized adjustments to the master plan of Bien Hoa city, specifically in the C4 sub-region. This was then submitted to the Ministry of Construction for appraisal and approval, aiming to address the existing planning inconsistencies and facilitate the progress of projects within this area.
During a working session with a Government delegation in May, the People’s Committee of Dong Nai province proposed several matters pertaining to social housing projects in the C4 sub-region that fall under the authority of the Prime Minister. These proposals aimed to expedite the completion of the localized adjustments to the master plan of Bien Hoa city in the C4 sub-region.
The Ministry of Construction provided guidance on this matter, and the Department of Construction, in collaboration with the People’s Committee of Bien Hoa city, continued to finalize the localized adjustments to the master plan.
According to the People’s Committee of Dong Nai province, to swiftly resolve difficulties faced by projects in the C4 sub-region, relevant units must complete and submit the localized adjustments to the master plan of Bien Hoa city for the C4 sub-region to the People’s Committee of Dong Nai province by August 2024.
Within this sub-region, several investors have embarked on urban and residential projects. Notably, there is a cluster of four projects within the Aqua City urban area: the Long Hung residential area (227 hectares) and the Phuoc Hung island commercial and service urban area (286 hectares), both developed by the Dong Nai General Agricultural Service Cooperative Union (DonaCoop).
Additionally, there is the Dong Nai Waterfront urban area (170 hectares) by Nam Long Investment Joint Stock Company (HOSE: NLG) and the Aqua City urban area (305 hectares) by the No Va Real Estate Investment Corporation (HOSE: NVL). All four projects are located within the Long Hung urban area in Long Hung commune, Bien Hoa city.

Other significant projects in the province include the Nhon Phuoc tourism urban area (204 hectares) in Dai Phuoc commune, Nhon Trach district, and the Trade Center, Service, Office Building, and Residential Area project in Ho Nai ward, Bien Hoa city, both developed by the Hung Thinh Group. There is also the Long Tan eco-urban project in Ho Nai ward, Bien Hoa city, undertaken by the Joint Stock Company for Investment, Development, and Construction (HOSE: DIG).
Given the substantial scale of these projects, the localized adjustments to the master plan of Bien Hoa city, specifically in the C4 sub-region, are expected to alleviate challenges and facilitate the development of numerous real estate projects. This, in turn, will contribute to the sustainable growth of the real estate market in Dong Nai province, helping it overcome current difficulties.
